Job description
The Senior Director - Development supports the Chief Development Officer in leading Bloom Properties' development priorities to ensure timely, within-budget delivery of projects aligned with corporate strategy. The role is responsible for strategic leadership and tactical implementation across all development activities, including masterplanning, feasibility studies, risk mitigation, cost management, procurement oversight, and ensuring alignment with statutory standards and internal policies. The position requires establishing solid project governance using proven project management tools, driving masterplan optimization, managing the interface between design, procurement, and delivery teams, and providing regular reporting to the CDO on development progress, risks, and financial performance. The role involves detailed coordination with both internal departments and external stakeholders to ensure smooth execution of real estate projects in accordance with the business plan objectives.

Key responsibilities
- Assist the CDO in delivering projects within scope, budget, and timeline in coordination with functional heads and company strategy
- Ensure solid project governance through proven Project Management tools and structured change management
- Support the CDO in providing strategic and tactical leadership for project implementation
- Assist in developing feasibility studies, development briefs, and cost reports
- Review development activities to ensure cost-effectiveness and compliance with internal and statutory standards
- Act as project custodian, coordinating between internal departments and external stakeholders
- Drive masterplan optimization to maximize value
- Collaborate with design teams to ensure design development aligns with approved product definition
- Approve detailed project costs with input from Procurement and Delivery teams
- Approve list of consultants/contractors recommended by Procurement
- Decide on project schedules and resolve potential roadblocks to ensure timely delivery
- Develop risk mitigation measures to meet profit and turnover targets
- Address key procurement contract variations affecting financial performance
- Provide regular progress updates, risk analysis, and monthly written reports to the CDO
- Establish and report on consolidated Investment Performance measures and risk registers
Experience & skills
- Bachelor's degree in Economics, Architecture, Urban Planning, or Engineering
- Masterās degree in a Real Estate-related field or Finance
- Minimum 15 years of experience in property development and management
- At least 5 years of senior-level experience within the UAE real estate context
