Job description
The Senior Specialist ā Budgeting & Planning drives financial planning activities across the organization with a focus on budgeting, rolling forecasts, and financial consolidation for planning purposes at both business unit/subsidiary and consolidated group levels. The role monitors and controls OPEX and CAPEX budgets within governance frameworks, manages budget transfers and additional funding requests, performs variance analysis, and ensures consistency, accuracy, and integrity of forecast data aligned with internal reporting standards and strategic objectives. Responsibilities include preparing and monitoring CAPEX budgets and forecasts, tracking CAPEX performance across business units, developing and maintaining cash flow forecasts for operational and capital expenditures, and integrating timely updates into the broader financial planning framework. The position acts as a liaison with internal business units and external shareholders to align financial plans, forecasts, and performance expectations; facilitates cross-functional collaboration to gather inputs and drive consensus; and presents financial analysis and recommendations to senior leaders, shareholders, and governance bodies. The role utilizes ERP and financial systems (SAP) to streamline budgeting, forecasting, and reporting; drives automation initiatives to improve efficiency, accuracy, and timeliness; and contributes to the development of financial tools, templates, and dashboards. It also provides mentorship and promotes knowledge sharing across the finance function, operating within the Groupās Mission, Vision, Values & Strategies, policies, international standards, IT platforms, HSE standards, Omani government and other legal requirements, and best international practices, with office-based work involving intensive computer use and occasional site visits.

- Support execution of the annual budgeting cycle and rolling forecasts/latest estimates aligned with strategy and operational targets.
- Monitor and control OPEX and CAPEX budgets, ensuring compliance with governance frameworks and identifying cost optimization opportunities.
- Manage budget transfers, additional funding requests, and variance analysis to maintain financial discipline and transparency.
- Perform financial consolidation for planning and forecasting cycles at business unit, subsidiary, and consolidated group levels.
- Ensure consistency, accuracy, and integrity of forecast data aligned with internal reporting standards and strategic objectives.
- Collaborate with finance and planning teams to ensure consolidated forecasts reflect business realities and strategic direction.
- Prepare and monitor CAPEX budgets and forecasts, track performance across business units, and provide insights for corrective actions.
- Develop and maintain cash flow forecasts for operational and capital expenditures, ensuring timely integration into planning cycles.
- Act as a liaison with internal business units and external shareholders to align financial plans, forecasts, and performance expectations.
- Facilitate cross-functional collaboration to gather inputs, align objectives, and drive consensus on financial strategies.
- Present financial analyses and recommendations to senior leaders, shareholders, and governance bodies.
- Utilize ERP (SAP) and financial systems to streamline budgeting, forecasting, and reporting processes.

Experience & skills
- Bachelorās degree in Finance; ACCA or MBA preferred.
- 6ā8 years of relevant experience in budgeting, financial planning, and reporting, preferably in the Oil & Gas or Energy sector.
- Advanced proficiency in Microsoft Excel and PowerPoint; strong ERP (SAP) experience.
- Expertise in financial modeling, budgeting, forecasting, cash flow analysis, and forecast-based consolidation.
- Knowledge of IFRS and internal financial governance frameworks.
- Experience with automation tools and financial planning systems, and developing dashboards/templates.
- Proven stakeholder and shareholder collaboration across cross-functional planning environments.
- Strong analytical and problem-solving skills with high attention to detail and ability to manage multiple priorities under pressure.
- Excellent communication and interpersonal skills with exceptional English (written, read, spoken).
