Job description
Senior Engineer Infra Operations Execution Management within the Infra job category for the edara Business Unit, based at Dubai International Academic City, is accountable for end-to-end contract lifecycle control and telecom services execution in a telecommunications environment. The role manages low to high risk contracts spanning governance, risk, performance and financial operations management; develops contract drafts and procurement documentation including contract management plans; uses procurement systems to maintain accurate contract records (contract spend, contractor performance, risk and outcomes); monitors and reports on contract performance against KPIs and requirements with corrective actions; undertakes market research to inform contract decisions; validates invoices and reports to ensure payment schedules are met; assesses and prepares contract variations and exemption requests based on risk; prepares for and facilitates straightforward contract negotiations; interprets contract requirements, terms and conditions ensuring all parties deliver responsibilities; develops and maintains effective working relationships with suppliers and customers, liaising to resolve routine contractual issues and escalating complex issues; reviews and evaluates expiring contracts to shape future procurement strategy; applies and advises on processes for exercising extension options, contract expiry and transition management; complies with and applies government and agency disposal procedures; and develops documentation landscaping including contract services management plans aligned with organizational goals and legal requirements. The position requires a Bachelorâs Degree in Telecommunication Engineering or related field, leadership and management certifications, a minimum of 4â5 yearsâ telecom industry experience with involvement in Telecom Services Performance, advanced understanding of contracts, SLAs, KPIs and services execution monitoring & reporting, and proven hands-on experience in support contracts execution management. Skills include leading large transformation projects, team leadership, strong negotiation and facilitation, vendor management, governance and financial management, and operating in a multi-cultural and multi-national environment, with fluency in English (Arabic is an advantage).

- Manage low to high risk contracts across governance, risk, performance and financial operations management to ensure compliant delivery and value.
- Develop contract drafts and procurement documentation, including contract management plans, aligned to organizational goals and legal requirements.
- Use procurement systems to maintain accurate contract records inclusive of contract spend, contractor performance, risk and outcomes.
- Monitor and report contract performance against KPIs and requirements, identifying deviations and undertaking corrective actions as required.
- Conduct market research and apply findings to inform and manage contract decisions and strategies.
- Validate invoices and reports to ensure accuracy and adherence to payment schedules.
- Assess and prepare contract variations and exemption requests, making risk-based recommendations and decisions.
- Prepare for and facilitate straightforward contract negotiations to secure favorable terms and mitigate risks.
- Interpret contract requirements, terms and conditions and ensure all parties understand and deliver their responsibilities.
- Develop and maintain effective working relationships with suppliers and customers, liaising to resolve routine contractual issues and escalating complex matters.
- Review and evaluate expiring contracts and use insights to shape future procurement strategy and planning.
- Apply and advise on processes for exercising extension options, contract expiry and transition management to ensure continuity of services.
- Comply with and apply government and agency disposal procedures in all relevant contract activities.
- Develop documentation landscaping including contract services management plans aligned with organizational goals and legal requirements.
- Oversee telecom services execution monitoring and reporting to ensure SLA and KPI compliance across domains.
- Lead vendor performance management activities, including governance reviews and corrective action plans.
Experience & skills
- Hold a Bachelor of Science in Telecommunication Engineering or a related field; leadership and management certifications are required.
- Bring a minimum of 4â5 years of experience in the Telecom industry with direct involvement in Telecom Services Performance.
- Demonstrate an advanced understanding of contracts, SLAs, KPIs, and services execution monitoring and reporting.
- Show proven hands-on experience in support contracts execution management within telecommunications.
- Exhibit proficiency in procurement systems, contract records management, invoice validation, and payment schedule control.
- Demonstrate capability in preparing contract drafts, procurement documentation, contract variations, and exemption requests.
- Possess strong negotiation and facilitation skills with a proven track record in vendor management, governance, and financial management.
- Ability to lead large transformation projects and manage teams in a multi-cultural and multi-national environment; fluency in English (Arabic is an advantage).
