Job description
The Compliance Manager (CBDFS) role in Dubai leads and embeds a comprehensive compliance culture across CBDFS, ensuring adherence to applicable legal standards and CBD Group policies and procedures while safeguarding the firm from reputational and regulatory risk arising from trading activities. The mandate covers leading the CBDFS Financial Crime Compliance function to identify, mitigate, and prevent financial crime risks; developing and implementing the CBDFS compliance framework, including Anti-Money Laundering and Counter-Terrorist Financing, Sanctions, KYC, and Anti-Bribery & Corruption policies and procedures; reviewing new policies and procedures across operations, brokerage, and customer services to identify weaknesses and implement corrections; and ensuring obligations are met with SCA Regulations and UAE financial markets rules (SCA, DFM, ADX) for assured compliance. The role conducts regular gap assessments against CBD Group policies and procedures and against SCA regulations, manages SCA inspections end-to-end (inspection matrices, timelines, requirements aggregation, assessments, follow-ups), and prepares checklists to assure proper application of CBDFS and SCA roles. Responsibilities include implementing the Compliance Self Risk Assessment (CRSA) across CBDFS departments, managing and monitoring the Margin Trading Clients program and governance, providing advice and formal Compliance Opinions on regulatory compliance and money laundering to all CBDFS departments, reporting deviations from policy and issues bearing reputational, credit, market, and operational risk with mitigation controls, and reporting control and compliance issues (including quarterly compliance examination results, recommendations, and management responses) to CBDFS Management, the Executive Manager, and the Group Chief Compliance Officer. The role supports writing policies, procedures, and notices to meet SCA rules and regulatory expectations on sanctions; supports sanctions compliance training by preparing presentations, delivering training, and maintaining records; collaborates with other departments to channel compliance issues for investigation and resolution; ensures no fines through sustained compliance with rules and regulations; ensures business activities comply with applicable sanctions laws and international lists by providing assurance that sanctions controls are embedded within bank processes; reviews and investigates all breaches, discrepancies, and irregular activities with corrective actions; and defines and ensures the integrity of all sanctions lists for payment and name screening systems so the bank does not deal with sanctioned persons or entities.

- Perform gap assessments of SCA regulations versus CBDFS controls and remediate identified gaps to ensure regulatory alignment
- Conduct gap assessments to verify compliance with SCA, DFM, and ADX rules, regulations, circulars, and standards
- Manage SCA inspections end-to-end, including inspection matrices, timelines, requirements aggregation, assessments, and follow-ups
- Provide advice, Compliance Opinions, and recommendations on regulatory compliance and money laundering matters to all CBDFS departments
- Report regulatory requirement deviations from policy and incorporate them into policies and procedures under review
- Report issues bearing reputational, credit, market, and operational risk and define mitigation controls
- Prepare department checklists to assure proper application of CBDFS and SCA roles and responsibilities
- Implement the Compliance Self Risk Assessment (CRSA) across CBDFS departments, analyze results, and submit to the Group Chief Compliance Officer
- Manage and monitor the Margin Trading Clients program and oversee related governance functions
- Report control and compliance issues to CBDFS Management, Executive Manager, and Group Chief Compliance Officer, including quarterly compliance examination results, recommendations, and management responses
- Serve as a primary control function protecting CBDFS from reputational and regulatory risk arising from trading activities
- Support the Executive Manager in drafting policies, procedures, and notices to meet SCA rules and regulatory expectations on sanctions
- Develop and deliver sanctions compliance training, maintain training records, and meet regulatory expectations
- Collaborate with other departments to route compliance issues to appropriate channels for investigation and resolution
- Ensure no fines by safeguarding compliance with all applicable rules and regulations and maintaining accurate records
- Ensure business activities comply with sanctions laws and international lists, embedding sanctions controls within processes to avoid breaches and relationships with sanctioned parties
- Review and investigate breaches, discrepancies, and irregular activities, recommending corrective actions to mitigate identified risks
- Define and maintain the integrity of sanctions lists for payment and name screening systems to prevent dealings with sanctioned persons or entities
- Apply SCA, DFM, and ADX requirements across relevant CBDFS processes and activities
Experience & skills
- Hold a Bachelor’s degree or equivalent in Finance & Administration
- Possess a professional certification in AML and Compliance
- Demonstrate good knowledge of compliance function planning and sufficient experience in Compliance, Risk Management, Banking, or related areas; Audit and Legal background is an added value
- Show strong knowledge and experience with SCA, DFSA, Nasdaq Dubai, ADX, and DFM regulations and rules
- Demonstrate strong knowledge of international compliance and governance standards and practices
- Exhibit strong knowledge and experience of brokerage products, policies, and procedures
- Communicate and present effectively with excellent communication and presentation skills
- Balance compliance requirements with business needs while maintaining regulatory adherence
- Provide training and teaching skills to support compliance awareness and capability building
- Demonstrate computer skills with proficiency in Microsoft Office applications
- Fluent in English and Arabic with good command of both languages
- Have a minimum of 10 years’ experience in the banking or financial services sector, especially in Compliance, Risk Management, or Governance
- Possess a good understanding of banking concepts, procedures, and operations
- Demonstrate planning and organizing skills and strong report writing skills
