Job description
As an HR Manager on the MISS Program supporting the U.S. Department of State operations in Iraq, you will oversee HR operations, ensure compliance with local labor laws, and cultivate a positive work environment aligned with KBR's values. This role includes managing a team of HR professionals, driving employee engagement, and implementing HR policies to support operational goals. The position is contingent on contract award and can be based in Dubai, Houston, or Chantilly, with expected travel to Iraq.

Key responsibilities
- Oversee all HR functions and HR staff for the MISS Program, ensuring alignment with KBR's policies, values, and compliance with local labor laws.
- Manage recruitment, onboarding, and retention processes to attract and retain top talent.
- Ensure compliance with local labor laws and regulations, maintaining up-to-date knowledge of changes and updates.
- Develop and implement HR policies and procedures that promote a positive and inclusive work environment.
- Provide leadership and support to the HR team, fostering professional development and growth.
- Handle employee relations issues, including conflict resolution, disciplinary actions, and performance management.
- Coordinate and facilitate training programs to enhance employee skills and knowledge.
- Maintain accurate and confidential employee records, ensuring data integrity and compliance with company standards.
- Prepare and present HR reports to senior management, highlighting key metrics and areas for improvement.
- Collaborate with other departments to support organizational goals and initiatives.
- Perform other duties as assigned.
Experience & skills
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- At least 8 years of relevant HR experience, with at least 3 years in an HR supervisory or management role.
- Strong understanding of HR practices and principles.
- Excellent English communication skills (written and verbal).
- Proven ability to lead and manage a team.
- Strong problem-solving and decision-making skills.
- High level of integrity and professionalism.
- Experience working in a multicultural environment.
- Proficiency in HR software and Microsoft Office Suite.
- Willingness to travel to various locations in Iraq.
- Valid passport with at least 12 months of validity and 6 blank pages.
- Preferred: Active Secret Security Clearance.
- Preferred: Master's degree and HR certification (e.g., SHRM-CP, PHR).
- Preferred: Experience working overseas in a similar industry.
- Preferred: Knowledge of Iraqi labor laws.
