Job description
Senior Quantity Surveyor β Marine & Infrastructure Works responsible for overseeing cost management, estimating, and financial control activities for large-scale marine and infrastructure projects, including reviewing and verifying cost estimates, Bills of Quantities, variation orders, and contractor submissions to ensure compliance with contracts, drawings, specifications, and company requirements. The role involves working closely with design consultants, contractors, and project management teams to prepare forecasts, monitor project budgets, review final cost reports, and support contractual and financial decision-making throughout the project lifecycle. The position requires developing and maintaining systems for Design Consultant covering budgeting, cost control, estimating and reporting, reviewing construction project activities related to variations and submissions for management approvals, ensuring cost estimating and cost control requirements for variations are incorporated into tender specification documents, reviewing cost estimates submitted by consultants and contractors for compliance with agreement, contract drawings and specifications, verifying project control budgets and updating them for management approval, preparing forecasts for final project costs including variations and commitments, preparing and updating cost data, reviewing final cost reports, asset registers, and project closeout reports for compliance with contract requirements, reviewing change requests, contract trend notices, variation orders, and claims, and ensuring adherence to Hill International Quality, Environmental, Safety and Occupational Health policies, manuals, and procedures. The role also includes maintaining strong client relationships, supporting FIDIC-based cost and contract management practices, and providing contractual and financial guidance across marine and infrastructure project delivery lifecycle.

Key responsibilities
- Develop and maintain systems for Design Consultant covering budgeting, cost control, cost estimating, financial reporting, and project cost management for marine and infrastructure construction projects while ensuring alignment with company standards and project requirements
- Review construction project activities related to variations, contractor submissions, and consultant documentation, evaluate financial implications, and prepare submissions for management approvals in accordance with contract requirements and project controls
- Ensure cost estimating and cost control requirements for variations are incorporated into tender specification documents, review tender documentation, validate cost assumptions, and support procurement and contract award processes
- Review cost estimates submitted by Design Consultants and Contractors, verify compliance with agreements, contract drawings, specifications, and company requirements, and ensure accuracy of cost estimates and financial forecasts
- Review Bills of Quantities prepared by Design Consultants and Contractors, verify quantities against drawings and specifications, identify discrepancies, and recommend adjustments to ensure accurate project cost control
- Verify project control budgets, update cost plans, prepare forecasts for final project costs including variations and commitments, and provide management with financial visibility and budget performance updates
- Prepare and update cost data, review final cost reports, asset registers, and project closeout reports, and ensure compliance with contract requirements, financial procedures, and project delivery standards
- Review change requests, contract trend notices, variation orders, and claims, ensure compliance with FIDIC contract conditions, maintain adherence to Hill International Quality, Environmental, Safety and Occupational Health policies, and perform additional duties assigned by line manager
Experience & skills
- Possess Bachelorβs degree in engineering, Quantity Surveying, or relevant discipline with strong understanding of cost management, estimating, and financial control for marine and infrastructure projects
- Demonstrate minimum 15 years of relevant experience in quantity surveying, cost control, contract administration, and financial management within large-scale marine and infrastructure construction projects
- Hold Certified Chartered Quantity Surveyor qualification preferred with demonstrated expertise in professional quantity surveying standards and cost management practices
- Demonstrate strong understanding of FIDIC contract conditions, variation management, claims management, contract administration, and cost forecasting within construction environments
- Exhibit experience reviewing Bills of Quantities, cost estimates, variation orders, change requests, contract trend notices, and final cost reports for compliance with project contracts and specifications
- Possess strong computer skills including Microsoft Word and Microsoft Excel for cost analysis, reporting, and project financial documentation
- Demonstrate ability to develop working relationships with clients, consultants, contractors, and project management teams while supporting financial and contractual decision-making
- Exhibit ability to communicate effectively verbally and in writing in English, maintain compliance with Quality, Environmental, Safety and Occupational Health policies, and support project delivery lifecycle
