The Strategy & Operations Specialist role at Boeing is responsible for supporting regional strategic planning, operations development, and market expansion initiatives across the Middle East with a primary focus on Dubai, United Arab Emirates. The position supports Boeingâs long-term regional vision and near-term objectives by working closely with Country Presidents, Managing Directors, and Boeing Globalâs Director of Globalization Planning to articulate and implement country-specific strategies. The role involves developing Country Vision and Country Plans based on a deep understanding of regional capabilities, needs, and aspirations aligned with Boeing business units. The Specialist supports market development initiatives, identifies government and industry partnerships, and collaborates with national and local government teams to secure government funding opportunities aligned with Boeingâs strategic priorities. The role requires supporting risk management and audit management processes while assisting with regional initiatives assigned by the Globalization and Market Development team. The position also involves analyzing business environments, regulatory landscapes, and cultural considerations across the Middle East region, while supporting industrial, services, supply chain engagement, and sustainment opportunities. The role requires working within a multinational aerospace and defense environment, supporting environmental, social and governance (ESG) priorities, sustainability initiatives, and regional competitiveness strategies. The Strategy & Operations Specialist collaborates cross-functionally with business units and stakeholders, supports project planning, execution, and management of strategic initiatives, and contributes to expanding Boeingâs local presence across the region. The role requires strong analytical capabilities, program development experience with governments or industry, and proficiency in written and verbal communication in Arabic and English. Travel up to 30% across the Middle East region, United States, and other locations may be required. The position is locally hired in Dubai, UAE, requires legal authorization to work in the UAE, and includes employment subject to UAE labor and immigration formalities with benefits determined at local level.

Key responsibilities
- Develop and articulate Country Vision strategies by collaborating with Country Presidents, Managing Directors, and Boeing Globalâs Director of Globalization Planning while analyzing regional capabilities, business environments, regulatory landscapes, and national aspirations to support aerospace and defense growth across the Middle East region.
- Develop and maintain Country Plans by working with business unit leaders, functional representatives, and regional stakeholders to identify near-term objectives, define execution roadmaps, and track progress against strategic initiatives aligned with Boeingâs long-term regional vision.
- Drive market development initiatives by identifying government and industry partnerships, expanding Boeingâs presence in the region, supporting supply chain engagement, and enabling industrial, services, and sustainment opportunities across the Middle East.
- Collaborate with national and local government teams and strategic partners to identify, evaluate, and secure government funding opportunities aligned with Boeingâs Country Vision and strategic business initiatives.
- Support Country Presidents and leadership teams with risk management, audit management, and operational governance processes while ensuring alignment with corporate strategy and compliance requirements.
- Provide regional strategic support across Middle East markets by contributing to country vision development, strategic planning, market development initiatives, and cross-functional execution as assigned by Globalization and Market Development leadership.
- Analyze regional business environments, regulatory frameworks, cultural considerations, and government policies affecting aerospace and defense operations while delivering strategic insights and recommendations.
- Support project planning, management, and execution of strategic initiatives while collaborating with cross-functional teams, business units, and stakeholders across multinational environments and managing travel requirements up to 30% within region and internationally.
Experience & skills
- Hold a Bachelor's Degree with minimum 3+ years of experience in business development, program development, or strategic planning roles with regional, national, or local government organizations or within multinational industry environments.
- Demonstrate experience in strategic planning, market development, government relations, and partnership development preferably within multinational organizations or aerospace and defense industry environments.
- Possess strong analytical capabilities with experience analyzing business environments, regulatory landscapes, cultural dynamics, and government policies across Middle East markets.
- Demonstrate project planning, project management, and program execution experience supporting cross-functional teams and regional strategic initiatives.
- Exhibit proficiency in written and verbal communication in Arabic and English with ability to support stakeholder engagement, strategic presentations, and cross-functional collaboration.
- Demonstrate understanding of risk management, audit management, operational governance, and business planning processes within multinational organizations.
- Hold preferred qualifications including Masterâs Degree or MBA with familiarity in aerospace industry, government policy, and regional industrial development initiatives.
- Demonstrate ability to travel up to 30% across Middle East region, United States, and other locations, possess legal authorization to work in UAE, and comply with UAE labor and immigration requirements.
