Job description
The Lead Engineer - Project Control at OQ Gas Networks (OQGN) in Oman is responsible for leading all project control functions across the Project Delivery department. The role focuses on developing and enforcing planning standards, ensuring compliance with contracts, procedures, and international practices, and maintaining a project planning and control environment. The position interfaces with engineering, procurement, construction, and commissioning teams to ensure project deliverables are met in line with safe execution, operability, and maintainability. Responsibilities include developing and updating project dashboards, preparing cost reports, leading risk mitigation strategies, supporting budget planning, managing cost estimations, developing WBS and CBS structures, and ensuring alignment with company goals and values. The candidate must be proficient in Primavera, SAP, and cost management tools, and capable of handling multiple project schedules. The role reports to the Manager of Project Planning and plays a key role in strategic alignment, stakeholder engagement, and continuous improvement initiatives within the project lifecycle.

- Develop and review project control and planning standards and specifications for all OQGN projects
- Monitor performance and compliance with project control cost and schedule deliverables
- Interface with engineering, procurement, construction, and commissioning teams
- Develop project dashboards and update schedules based on project input
- Lead cross-functional and interface timelines within OQGN
- Develop Work Breakdown Structure (WBS) and integrate it into project schedules
- Prepare monthly and weekly reports, charts, histograms, and S-curves
- Verify critical path and interfaces, and analyze root causes of schedule delays
- Lead project progress meetings and highlight control performance issues
- Accumulate and analyze data for planning and costing
- Lead input consolidation for cost estimations including labor, tools, and materials
- Develop and integrate Cost Breakdown Structure (CBS) into project schedule
- Lead project cost control and change process management
- Monitor contractor performance and provide analysis for improvement
- Establish CBS, cash flow reporting (VOWD, accruals), budget forecasts, and actuals
- Prepare cost reports and lead business plan activities
- Support risk management and mitigation efforts across projects
- Contribute to budget development and monitoring systems
- Promote innovation in project planning and cost control
Experience & skills
- Bachelor’s degree or equivalent
- 10–12 years of relevant experience in project control roles
- Strong experience with Primavera, SAP, and cost management tools
- Minimum 5 years of experience with planning and ERP software
- Ability to manage multiple project schedules and reporting formats
- Strong knowledge of oil and gas industry project control practices
- Experienced in resource forecasting, cost control, and planning processes
- Excellent interpersonal and multicultural communication skills
- Ability to influence cross-functional teams and contractors
- Strong analytical, presentation, and coaching abilities
- Understanding of project schedule risk assessments and register updates
- Language proficiency in English and Arabic preferred
