Job description
Cigna Healthcare is seeking an experienced Head of Claims to lead its claims function across the Middle East region, including UAE, Oman, Qatar, Bahrain, and Kuwait. Based in Dubai, this senior leadership role is responsible for driving operational excellence, financial discipline, and superior service delivery within the claims department. The ideal candidate will have deep experience in healthcare insurance claims, team leadership, compliance, IT system enhancements, and regulatory environments. With a focus on transformation, customer centricity, and strategic alignment, the Head of Claims will oversee complex operations and play a pivotal role in ensuring high-quality, efficient, and cost-effective claims processing aligned with Cignaâs global standards.
Required skills
Key responsibilities
- Develop and implement claims operations strategy across Middle East countries, aligning with business goals and budgets
- Lead major transformation initiatives to improve customer experience and operational efficiency
- Oversee claims processing functions to ensure high productivity, service quality, and compliance with internal controls
- Collaborate with IT and business stakeholders to enhance systems supporting claims workflows
- Monitor and control expenses, ensuring operating expense ratios remain within budget
- Review and authorize financial and business travel budgets, and evaluate variances
- Develop and utilize analytical tools, dashboards, and performance metrics to inform strategic decisions
- Ensure regulatory and company compliance in all claims operations
- Support strategic planning with the Head of Operations and COO on policy execution and sourcing decisions
- Prepare detailed progress, monthly, and quarterly business reports
- Foster a high-performance, customer-focused team culture across countries and departments
Experience & skills
- Minimum 10 years of experience in senior-level claims management, preferably in healthcare or insurance sectors
- Strong track record in overseeing multi-country operations and leading transformation projects
- Deep understanding of insurance regulatory frameworks, operational risk, and customer experience strategies
- Experience in financial reporting, budgeting, and operational cost management
- Proven leadership and people management skills in cross-functional, multicultural environments
- Ability to develop strategic business plans and deliver complex initiatives
- Proficient in using analytical tools, reporting dashboards, and performance measurement systems
- Excellent interpersonal, communication, and stakeholder management skills
- Strong business acumen and the ability to make informed, data-driven decisions
