Job description
The Project Governance Manager in Riyadh is responsible for establishing, implementing, and maintaining project governance frameworks, standards, and controls across strategic, regulatory, and transformation programs in a leading Saudi bank. This role ensures compliance with Saudi banking regulations, internal policies, and governance requirements while providing oversight across portfolios, including progress tracking, risk and issue management, and escalation handling. The position involves preparing governance dashboards and reports for senior management and steering committees, reviewing project documentation such as business cases, plans, and delivery artifacts, and working closely with business, IT, risk, compliance, and internal audit teams. The role also supports regulatory and audit engagements, drives consistency and best practices in project delivery, and leverages prior Big 4 consulting experience to enhance program effectiveness and governance maturity.
Required skills
Key responsibilities
- Establish, implement, and maintain project governance frameworks, standards, and controls across banking programs and initiatives to ensure structured and effective delivery.
- Monitor and enforce compliance with Saudi banking regulations, internal policies, and governance requirements across all strategic and transformation projects.
- Provide oversight and assurance for project and transformation portfolios, including progress tracking, risk and issue management, and escalation to appropriate leadership levels.
- Prepare governance dashboards, reports, and presentation materials for senior management and steering committees to ensure visibility and informed decision-making.
- Review project documentation, including business cases, project plans, and delivery artifacts, to ensure quality, compliance, and alignment with governance standards.
- Collaborate with business, IT, risk, compliance, and internal audit teams to ensure cross-functional alignment and adherence to governance policies.
- Support regulatory and internal audit engagements by providing required documentation, insights, and compliance evidence related to project governance activities.
- Drive the adoption of consistency, best practices, and continuous improvement in project delivery methodologies across the bankβs portfolio of initiatives.
Experience & skills
- 8β12+ years of experience in project governance, PMO, or transformation roles within banking or financial services organizations.
- Previous Big 4 consulting experience (Deloitte, PwC, EY, KPMG) is highly preferred, demonstrating advisory and governance expertise.
- Proven understanding of banking regulations, governance frameworks, and compliance standards applicable in Saudi Arabia.
- Experience managing large-scale transformation, regulatory, or strategic programs with multi-stakeholder involvement.
- Strong stakeholder management and communication skills, capable of operating confidently with senior leadership.
- Proficiency in reviewing and ensuring quality of project documentation including business cases, plans, and delivery artifacts.
- Ability to establish and enforce governance standards, frameworks, and controls across complex project portfolios.
- Strong analytical and reporting capabilities, with experience preparing dashboards and reports for senior management and steering committees.
- Experience supporting regulatory and audit engagements, providing assurance and compliance evidence as required.
- Ability to drive consistency, best practices, and continuous improvement in project delivery across the organization.
