Job description
Coordinate with the respective technical sections to ensure full compliance with the organization’s technical obligations, under the authority of the Team Lead Technical Regulations. Support in developing and maintaining the regulatory framework, transportation code, and connection agreements. Ensure adherence to all Concession and Regulatory requirements across the Gas network. Provide regulatory advice and guidance to internal and external parties, secure optimal price control decisions by drafting views, and advise management on regulatory compliance policies, processes, rules, and standards to ensure full compliance across the organization.

Key responsibilities
- Serve as the focal point for Technical Regulatory Affairs, coordinating with technical sections to ensure full compliance with Gas Network’s obligations under the Regulatory Framework (RAB).
- Act as the primary contact for Gas Network customers, managing gas allocation requests, Capacity Expansion Study Projects, and ensuring proper execution and communication of Connection Agreements.
- Oversee the entire process for new capacity development and expansion requests, ensuring compliance from the Pre-Investment Appraisal Document (PIAD) to post-appraisal stages.
- Participate in the development, finalization, and approval of the Long-Term Network Development Plan (LTNDP).
- Play a key role in finalizing technical schedules and signing Connection Agreements with Connected Parties, ensuring all subsidiary documents like measurement manuals and operational protocols are completed in line with the Regulatory Framework.
- Analyse the tariff impact of new developments – Transportation and Connection CAPEX – as required by the Shipper based on the new gas allocations.
- Conduct comprehensive due diligence for asset acquisitions and transfer activities in alignment with internal and external stakeholders to ensure compliance with regulatory standards and company objectives.
- Maintain and manage organized records and documentation such as dashboards, trackers, registers, etc., to ensure easy retrieval and compliance with regulatory requirements and company objectives including preparation of reports for internal and external stakeholders.
- Support in the preparation, analysis, and finalization of documents related to new capacity development, capacity expansions, and Capex assessments.
- Support in preparing and analyzing reports for Price Control assessments and gas transportation Maximum Allowed Revenue.
- Disseminate regulatory information to departments/business units and provide guidance and training through regular meetings/workshops (in collaboration with the Economics Regulation function).
Experience & skills
- Bachelor’s Degree, or Diploma, or equivalent.
- From 5 to 8 years of experience in RAB & Commercial Affairs.
- Background in engineering, finance, or economics in the Energy sector.
- Computer literate with expertise in MS Office and SAP.
- Technical engineering terminology in English and Arabic languages.
- Experience in HSE, finance, budget, and reporting.
- Knowledge of Process Safety Management and risk management.
- In-depth knowledge of HSE regulations, standards, and best practices.
- Ability to manage time effectively and handle internal and external conflicts.
- Aptitude in decision-making and problem-solving.
- Excellent interpersonal skills and multicultural sensitivity.
- Ability to organize effectively, delegate responsibility, solve problems quickly, and communicate clearly.
- Capable of working in a professional team environment and liaising with external parties and stakeholders.
