Job description
The Construction Director for ENGIEâs greenfield Open Cycle Gas Turbine (OCGT) project in Madinat Zayed, UAE, leads the construction and commissioning of a 1440 MW power generation facility. Reporting to the Project Companyâs CEO, the role ensures the project is executed safely, on schedule, within budget, and to high-quality standards in compliance with EPC contractual terms and ENGIE Group policies. Responsibilities include leading the Ownerâs construction team, coordinating with the Ownerâs Engineer (OE), EPC Contractor, and local authorities, and overseeing HSE performance across all site operations. The Construction Director ensures adherence to engineering best practices, project management guidelines, and regulatory requirements, while monitoring technical variances and implementing corrective actions. The role involves issuing progress reports, chairing design review meetings, managing commissioning and performance test procedures, and facilitating collaboration with O&M teams for operational readiness. The Director also manages commercial aspects including change order evaluation, contractual correspondence, and claims management. The position requires close coordination with ENGIEâs regional and HQ project management offices and internal technical stakeholders to ensure seamless project execution and compliance with global safety, quality, and sustainability standards.

Key responsibilities
- Lead the plant construction from the Ownerâs side, ensuring adherence to safety, quality, schedule, and budget requirements
- Ensure project compliance with ENGIEâs HSE, Quality, and Project Management guidelines
- Oversee the project management team and coordinate efforts among the Ownerâs Engineer, EPC Contractor, local contractors, and authorities
- Identify, report, and mitigate technical and contractual variances in collaboration with the CEO and Ownerâs Engineer
- Monitor and maintain the overall project schedule integrating EPC and permit timelines
- Lead design review meetings, commissioning activities, and performance testing oversight
- Supervise the Ownerâs Engineer team, assess performance, and manage project reporting including weekly, monthly, and quarterly reports
- Interface with lenders, insurance advisors, and regulatory authorities throughout project delivery
- Support contractual and commercial issue resolution, including claim analysis and change order management
- Coordinate with O&M teams for smooth transition to operations and plant handover
- Host site visits for ENGIE management, authorities, and other stakeholders
- Ensure compliance with all ENGIE HSE Group Rules (GR02, GR09, GR14) and UAE safety legislation
- Promote a proactive safety culture, leading site inspections, audits, and HSE meetings
- Ensure effective management of contractors and subcontractors according to ENGIE HSE requirements
- Support communication and coordination across all project stakeholders, including internal ENGIE divisions and regional offices
Experience & skills
- Hold a Bachelorâs degree in Civil, Mechanical, or Electrical Engineering
- Possess 10â15 years of experience in project and site management for water process plants or power generation projects
- Demonstrate proven leadership in complex construction environments with strong HSE performance
- Preferably hold PMP certification and NEBOSH or equivalent HSE qualification
- Have experience managing EPC contracts and familiarity with IWP/IPP/IWPP project documentation
- Show strong technical understanding of OCGT, CCGT, steam, and water production systems
- Be fluent in written and spoken English (Arabic or French is an advantage)
- Demonstrate strong contract management, negotiation, and reporting skills
- Be comfortable working within multinational and multicultural environments
- Exhibit proficiency in digital systems and project management tools
- Demonstrate decision-making ability and results-oriented leadership in high-pressure project settings
