Job description
The Principal Technical Program Manager – Digital Sovereignty at AWS leads strategic technical initiatives that enable organizations to maintain control over their data while leveraging AWS cloud services. This role focuses on building and delivering programs that support sovereign cloud capabilities, helping governments and enterprises meet regulatory, data residency, and security requirements. Working closely with the Director of Digital Sovereignty and senior leadership, the program manager coordinates complex technical initiatives across global AWS teams, including solution architects, program managers, and infrastructure specialists. The position requires deep technical knowledge, strong leadership, and the ability to influence across a large matrix organization without direct authority. The role involves defining technical roadmaps, driving program execution, managing risks, and aligning cross-functional teams to deliver high-impact outcomes. It also supports executive-level engagements with customers by preparing technical narratives and strategic insights that address data sovereignty challenges. Through strategic planning, collaboration, and innovation, the role contributes to advancing AWS sovereign cloud initiatives while ensuring scalable, secure, and compliant cloud solutions for global customers.

- Develop annual strategic plans that align cross-functional technical teams with digital sovereignty objectives
- Identify technical gaps and opportunities across regions, architectures, and business units
- Influence technical priorities and business strategies through data-driven insights
- Build and maintain relationships with senior leadership including directors and vice presidents
- Support executive customer engagements by preparing technical strategies and presentations
- Lead global technical programs and coordinate activities across cross-functional teams
- Drive execution of complex initiatives involving solution architects, program managers, and account teams
- Define measurable program goals, metrics, and success indicators
- Identify risks, manage escalations, and balance technical constraints with business priorities
- Track cross-functional deliverables and program progress using internal tools and reporting mechanisms
- Collaborate with AWS service teams, infrastructure teams, and partners to accelerate innovation
- Facilitate knowledge sharing and promote best practices across technical teams
- Lead the design and implementation of complex cross-organizational technology initiatives
- Develop scalable methodologies, frameworks, and operational processes for program management
- Prepare strategic documentation and technical narratives for senior leadership reviews
- Provide technical guidance to go-to-market teams to ensure accuracy of technical enablement materials
Experience & skills
- Minimum 10 years of experience managing complex technical programs across cross-functional development teams
- Bachelor’s degree in a technical field such as Computer Science, Engineering, or Information Systems
- Proven experience coordinating large-scale software or infrastructure development initiatives
- Strong knowledge of project management disciplines including scope, schedule, budget, quality, and risk management
- Experience developing and improving operational procedures and governance frameworks
- Demonstrated ability to influence organizational strategies and leadership decisions
- Excellent written and verbal communication skills with experience presenting to senior executives
- Ability to lead initiatives and drive outcomes without direct authority over teams
- Experience developing business roadmaps and aligning technology strategies with organizational goals
- Strong analytical and problem-solving capabilities in complex technology environments
- Experience defining and tracking KPIs and SLAs to measure program success
- Master’s degree in a technical field or MBA is preferred
- Strong understanding of cloud technologies and enterprise-scale systems architecture
