Job description
The Business Development Manager – Talent Pool for Serco UAE plays a pivotal role in driving growth and expanding Serco’s presence across multiple sectors in the UAE, including emergency services, defence, mobility, advisory, aviation, and citizen services. The role requires a deep understanding of the UAE market landscape, including sector-specific regulations, competitive dynamics, client needs, and emerging trends. The incumbent is responsible for identifying and pursuing strategic business opportunities, developing and maintaining high-level relationships with government entities, private sector stakeholders, and partners, and ensuring alignment of Serco’s offerings with client requirements and strategic priorities. This position involves leading the design and implementation of market-facing value propositions, guiding business units in shaping innovative solutions, and supporting the development of new products and services. The Manager will also be responsible for overseeing bid processes, ensuring that proposals are competitive, compliant, and aligned with client expectations. In addition, the role includes monitoring market intelligence, analyzing trends, and providing insights to inform the organization’s growth strategies. The ideal candidate will be a trusted advisor to senior stakeholders, capable of representing Serco at high-level engagements, conferences, and industry events, while promoting the company’s reputation as a reliable and quality service provider. This role is critical for driving profitable growth, ensuring business sustainability, and positioning Serco as a leader in delivering innovative solutions that meet the evolving needs of the UAE market.
Required skills
Key responsibilities
- Conduct market analysis to understand addressable markets, opportunities, and target clients
- Generate new business and organic growth opportunities within the UAE
- Develop and maintain strategic relationships and partnerships in the UAE
- Lead shaping and designing new market-facing value propositions with business units
- Support development of new products and service offerings and strengthen existing USPs
- Implement a structured client engagement program for the sales team
- Drive business growth by identifying, developing, and closing profitable opportunities
- Represent Serco at senior levels, industry events, and client engagements
- Ensure compliance with governance, local laws, and reporting requirements
- Collaborate with internal teams and partners to design compelling market propositions
- Support and lead bid processes to ensure high-quality and competitive submissions
- Monitor trends and develop innovative strategies including partnerships, JVs, and new models
Experience & skills
- Minimum 10 years of experience in business development or solutions management in the Middle East, preferably UAE
- Proven understanding of UAE market and sectors relevant to Serco (emergency services, defence, mobility, advisory, aviation, citizen services)
- Bachelor’s degree from a reputable institution; advanced qualifications preferred
- Extensive experience in bidding, commercial negotiations, and managing complex business opportunities
- Exceptional interpersonal, negotiation, and communication skills
- Strong analytical and problem-solving abilities
- Proficiency in English; Arabic preferred
- Demonstrated ability to lead cross-functional teams and manage complex projects
