Job description
Telecom regulators expect accurate, auditable cost data, and that expectation shapes everything this Proficient, Costing & Regulatory Accounts role does within Omantel's Strategic Finance division. You maintain and enhance fixed and mobile service costing models under HCA, CCA, and LRIC methodologies, mapping OPEX, traffic, utilization, billing data, and allocation drivers with precision. Separated Regulatory Accounts and LRIC model results get prepared, audited, and submitted to the Telecoms Regulatory Authority of Oman every year, backed by the models and documentation TRA requires. Reconciliation runs through the role constantly, checking cost outputs across network, wholesale, and retail services, and matching input data against the Company GL, Statutory Accounts, and Management accounts. Cost analysts extracting data from ERP, GL, FAR, and other subsidiary sources fall under your control, with cost allocation processes executed against the most appropriate available drivers. Profitability models get maintained and updated too, producing management reports and insights on service profitability and margin analysis across the business. Accounting Separation Methodology Documentation, WACC calculations, and Divisional Financial Statements all need annual preparation, audit, and submission, broken down across Fixed, Mobile, and other segments. Consultants, auditors, and the TRA itself all stay in regular contact, since audit observations need addressing and regulatory requirements need clarifying on Omantel's behalf. Cross-functional work with finance, marketing, network operations, network planning, and sales rounds out the role, gathering data and insights to drive profitability improvement initiatives.
