Job description
The Manager β Market Operations (FSRA Markets) role is based within the Markets Department of the Financial Services Regulatory Authority (FSRA) at Abu Dhabi Global Market (ADGM), which is responsible for regulating Financial Services activities within ADGM. The role operates within the Market Operations (MO) team, with a primary focus on Market Infrastructure-specific operations and risks relating to Markets Firms, including Financial Instruments across Securities and Derivatives, Virtual Assets, and Spot Commodities. The position supports authorisation and supervision of Market Infrastructures such as Recognised Investment Exchanges, Recognised Clearing Houses, Settlement Facilities, MTFs and OTFs, as well as oversight of Remote Bodies, Remote Members, Issuers, Reporting Entities and Benchmark Providers. The role involves assessment and management of operational and technology risks across trading, settlement, clearing, and custody activities, with particular emphasis on Derivative and Virtual Asset trading, custody, clearing, and associated supervisory practices. The Manager contributes to supervisory policies, regulatory frameworks, and market operations rules benchmarked to international regulatory standards, advises senior management on regulatory developments, supports enterprise risk management, ensures adherence to ADGM Information Security policies, and collaborates extensively with internal and external stakeholders across FSRA, ADGM, Markets Firms, service providers, and international regulatory bodies.

Key responsibilities
- Assist in the assessment and management of operational and technology risks during licensing and supervision of Markets Firms across trading, settlement, clearing, and custody activities
- Manage and support regulatory relationships with market stakeholders including Markets Firms, vendors, service providers, and other regulatory agencies
- Monitor and manage Virtual Asset operational and technology risks during licensing and supervision activities
- Provide subject matter expert support to the Senior Manager on supervisory engagements with Markets Firms
- Advise Markets senior management on changes to regional and international regulations and policies impacting Market Operations supervisory functions
- Liaise with internal stakeholders across FSRA and ADGM to support supervisory and operational objectives
- Support the development and administration of market operations and risk-related rules and supervisory processes
- Administer policies and procedures governing initial authorisation and ongoing supervision of Markets Firms
- Contribute to short-term and long-term objectives of the Markets and Supervision Division
- Participate in and deliver assigned projects and additional duties delegated by the Senior Manager
- Adhere to internal policies, rules, behaviours, and ADGM Information Security requirements ensuring confidentiality, integrity, and availability of information
Experience & skills
- Hold a minimum Bachelorβs Degree with professional qualification in Software Engineering, Systems Engineering, or a related discipline
- Demonstrate 8β10 years of experience in market operations, regulation, technology, operations, and risk management within Markets Firms
- Exhibit comprehensive understanding of Virtual Asset Markets including Virtual Asset Wallet architecture and wallet tracing systems or tools
- Demonstrate expert knowledge of regulatory requirements including COBS Rule 17.5, MIR 2.5, and MIR 2.6
- Demonstrate experience in supervising Markets Firms or working with Exchanges, Clearing Houses, or MTFs
- Possess experience in operational technology environments including trading, clearing, custody, and settlement systems
- Demonstrate proficiency in project management, planning, organisation, and analytical functions
- Exhibit fluency in business English
- Demonstrate experience with FIX Feed development, requirements, and management or engagement with international regulatory bodies where applicable
- Demonstrate understanding of ADGM Information Security policies and regulatory compliance obligations
