Job description
The Project Manager leads and manages Sandbox Dubai programs and regulatory experiments across Artificial Intelligence, Health Tech, Green Technology, and Real Estate technology. The role entails full lifecycle project management, including project timelines, budgets, milestones, feasibility assessments, risk evaluations, and post-project reporting. Responsibilities include designing sandbox programs centered on regulatory experimentation, technology validation, and proof-of-concept pilots; tracking global regulatory and technological trends; coordinating with legal, strategy, policy, financial, procurement, and partnership teams; maintaining comprehensive project documentation; and conducting lessons-learned reviews. The role requires managing stakeholder engagement across government bodies, industry leaders, startups, regulatory authorities, and international partners, while facilitating workshops, roundtables, and innovation sessions to support regulatory alignment. It involves defining regulatory exemptions, compliance protocols, licensing models, ensuring adherence to governance frameworks, and collaborating with communications teams for media outreach and visibility. The manager ensures operational governance across multiple concurrent projects while contributing to policy proposals, modernization initiatives, and economic competitiveness objectives of Sandbox Dubai.

Key responsibilities
- Manage the full project lifecycle including timelines, budgets, milestones, objectives, tracking, and reporting
- Develop sandbox projects supported by business cases, feasibility studies, and risk assessments
- Design and execute regulatory sandbox programs across priority sectors such as AI, Health Tech, Green Tech, and Real Estate Tech
- Monitor global regulatory and technology trends to improve future sandbox initiatives
- Coordinate with legal, policy, strategy, and partnership teams to ensure compliance and cross-sector success
- Create and maintain detailed project documentation and lessons-learned analyses
- Provide regular project updates to the Head of Operations and Director of Sandbox Dubai
- Engage industry leaders, regulators, government agencies, and startups to align project goals and logistics
- Lead workshops, roundtables, and innovation sessions to drive regulatory alignment
- Collaborate with Legal and Policy teams to define regulatory exemptions, compliance terms, and licensing models
- Oversee procurement processes, invoice workflows, and contract compliance with internal teams
- Support development of policy proposals, regulatory models, and whitepapers
- Ensure compliance with governance frameworks, legal protocols, and international regulatory standards
- Partner with Marketing & Communications to enhance project visibility
- Drive effective multi-project management aligned with Sandbox Dubaiās strategic innovation objectives
Experience & skills
- Bachelorās degree in Public Policy, Law, Engineering, Business Administration, Economics, AI, or Technology Management; Masterās preferred
- Minimum 7 years of experience in project management, regulatory frameworks, or innovation programs
- Demonstrated experience in regulatory framework projects, innovation ecosystems, or emerging technology pilots
- Experience working with government agencies, private sector entities, international organizations, or technology hubs
- Preferred experience in AI/technology, healthcare, infrastructure/real estate, or sustainability sectors
- Strong project management capabilities with ability to manage multiple concurrent projects
- Ability to use project planning and presentation tools such as MS Project, PowerPoint, Excel, and Power BI
- Project management certifications such as PMP, PMI-Agile, or SCRUM preferred
- Strong communication skills for managing high-level stakeholder engagement in public and private sectors
- Fluency in Arabic and English for reading, writing, and presenting
- Agile, proactive, structured, and self-driven mindset with strong cross-functional collaboration skills
