Job description
The Associate Director – Wet Utilities Distribution Networks is responsible for overseeing the delivery of wet utilities programs for distribution system networks, including potable water, sewage, treated sewage effluent (TSE), and waste management within the Red Sea Global projects. The role ensures projects are planned, designed, and executed to the highest standards of quality, sustainability, and compliance, while meeting cost and schedule requirements. The position provides leadership in design, construction, and commissioning phases of BOOT/PPP and Design & Build projects, driving efficiency and innovation across technical services and ensuring alignment with RSUC and RSG objectives.

Key responsibilities
- Contribute to the development and implementation of the annual business plan and strategic agenda for wet utilities distribution networks.
- Develop and implement strategic plans and functional roadmaps aligned with RSUC goals.
- Provide leadership to the wet utilities distribution team, fostering collaboration and continuous improvement.
- Manage design, construction, and testing and commissioning teams for wet utility projects.
- Oversee preparation of employer requirements, tender documents, and technical specifications for consultants and contractors.
- Assess technical bids, select and appoint consultants, contractors, and PPP consortia.
- Supervise engineering design and development of wet utility transmission and distribution networks.
- Develop detailed project delivery schedules covering design, construction, testing, and commissioning.
- Ensure technical details are clarified and integrated into project cost planning.
- Ensure contractors obtain necessary permits before finalizing plans and commencing works.
- Monitor design and construction progress to ensure compliance with approved plans and contracts.
- Assist in resolving critical issues during design and construction, verifying claims, and coordinating across functions.
- Oversee commissioning and testing, ensuring systems meet specifications before acceptance.
- Ensure delivery of engineering and technical studies, reports, drawings, and manuals from consultants and contractors.
- Review technical advisors’ and independent engineers’ reports and submittals.
- Provide technical support to RSUC functions such as Operations, Metering, and Commercial Services.
- Monitor project progress, cost, quality, and schedule to align with tender documents.
- Manage relationships with consultants, review quality of work, and recommend corrective actions.
- Identify, assess, and mitigate project risks to avoid delays and added costs.
- Contribute to functional budget preparation and monitor financial performance.
- Prepare accurate and timely reports to meet corporate and functional requirements.
- Lead, motivate, and manage the wet utilities technical services team.
- Provide mentoring, coaching, and development opportunities to enhance team capability.
- Ensure compliance with corporate policies, systems, and procedures.
- Implement safety, quality, and environmental management practices.
- Integrate updated environmental and safety regulations into processes.
- Identify and implement opportunities for continuous improvement and adoption of new technologies in wet utilities distribution.
Experience & skills
- Bachelor's or master's degree in mechanical, chemical, environmental, civil engineering or related field
- 12–15 years of relevant experience in utilities or infrastructure projects
- Minimum 3 years in a managerial position
- Experience with large sustainable infrastructure utilities projects
- Experience in KSA and GCC countries
- Knowledge and experience in smart sustainable utilities infrastructure (preferred)
