Job description
Responsible for planning, deployment, and overall management of ICT assets and on-site activities across TRSUC to provide reliable and flexible utility services. Oversee ICT operations, maintenance, innovation, asset management, agreements, regulatory compliance, and development of all telecommunications and ICT equipment including DUCC, Ducts, Chambers, POPs, and MMUs. Work closely with Utility Operations and asset owners to ensure seamless integration. Develop strategic functional roadmaps, explore advanced ICT technologies, enforce regulatory compliance, and implement financial controls. Maintain departmental logs, reports, and MIS statements. Identify and mitigate risks related to ICT assets, ensure adherence to safety, quality, and environmental policies, and lead system integration and project teams. Promote continuous improvement and alignment with international best practices while supporting organizational objectives and strategic plans.

- Collaborate with finance, operations, and IT departments to integrate ICT assets with business operations
- Oversee installation, maintenance, and calibration of ICT assets across TRSUC customer base
- Analyze ICT asset data to identify consumption patterns and efficiency opportunities
- Establish KPIs for ICT operations and address all ICT-related inquiries and concerns
- Develop and implement financial controls and processes for ICT operations
- Collaborate with internal departments to integrate metering activities with business operations
- Develop ICT assets procurement frameworks and manage procurement activities
- Follow functional policies, SOPs, and instructions to ensure controlled and consistent work execution
- Maintain departmental logs, documentation, and provide regular MIS/statistical reports to senior management
- Identify ICT asset risks and develop mitigation measures in line with ERM policy and guidelines
- Apply safety, quality, and environmental management policies to ensure compliance and high-quality service delivery
- Coordinate system integration team activities and manage team performance, priorities, and objectives
- Serve as a role model to promote RSG vision, mission, values, and corporate strategy within the team
- Contribute to continuous improvement of departmental systems, processes, and practices
Experience & skills
- The candidate must have a minimum of 8 to 12 years of progressive experience managing ICT assets within the utility sector. This experience should cover a wide range of ICT infrastructure projects including the planning, deployment, operation, and maintenance of telecommunications and utility management systems. A proven track record in successfully managing complex ICT assets in large-scale operations is essential.
- At least 3 to 5 years of this experience must be in a project lead or managerial capacity, where the candidate oversaw multi-disciplinary teams and coordinated across departments such as operations, finance, IT, and field services. This includes strategic planning, scheduling, resource allocation, and ensuring project deliverables are achieved within budget and on time.
- The candidate should demonstrate deep knowledge and practical experience managing agreements related to ICT and physical assets. This includes understanding contractual obligations, monitoring compliance, coordinating with vendors, and ensuring that service level agreements (SLAs) are met while optimizing operational efficiency and minimizing risks to the organization.
- Comprehensive understanding of ICT asset management is required, including DUCCs, ducts, chambers, Points of Presence (POPs), MMUs, and other related telecommunications and metering infrastructure. The candidate should have expertise in the installation, calibration, maintenance, and lifecycle management of these assets to ensure optimal performance and reliability across the utility network.
- Strong analytical and data-driven decision-making skills are required, including the ability to leverage ICT asset data to identify usage patterns, detect inefficiencies, and develop strategies to improve operational performance. The candidate should also be adept at implementing KPIs and monitoring systems to measure ICT performance and effectiveness in alignment with organizational goals.
- Expertise in regulatory compliance and safety, quality, and environmental standards is essential. The candidate must ensure all ICT assets and operations adhere to local laws, industry regulations, and organizational policies, applying best practices to mitigate risks and maintain high standards of service delivery, operational reliability, and environmental responsibility.
- Demonstrated leadership and team management capabilities are required, including mentoring, coaching, and performance management of multidisciplinary teams. The candidate should be able to foster a collaborative work environment, drive engagement, and align team efforts with organizational objectives and corporate strategies.
