Job description
The Procurement Cost and Commercial Director for a major mixed-use development in Riyadh, managed by KBR, oversees all procurement, cost control, and commercial operations of the PMC. The role reports directly to the Programme Director and includes leading tender evaluations, producing detailed procurement documentation, and coordinating with a Main Project Steering Committee. Cost responsibilities involve developing estimating strategies, managing budgets, analyzing cost data, and preparing cashflows and commercial reports. The director will also lead a multidisciplinary team of estimators, cost controllers, quantity surveyors, and contract administrators. Commercial responsibilities include ensuring timely contract establishment and procurement of materials and services, all in strict adherence to project ethics and procedures. The role requires extensive reporting, presentations, and stakeholder communication. Candidates must have at least 20 years of total experience, including 10 years in a similar leadership role and 5 years in the Middle East. A BSc or Master's in Quantity Surveying and experience with FIDIC and NCE contract forms are essential. Membership in a recognized professional body such as MRICS or FRICS is preferred. Fluency in English is required.

Experience & skills
- Hold a BSc in Quantity Surveying or a Master's degree
- Have a minimum of 20 years of overall experience
- Possess at least 10 years in a similar senior role
- Have 5 years of experience in the Middle East
- Demonstrate knowledge of major civil and infrastructure project management
- Be proficient in procurement and contract management for roads, bridges, utilities
- Lead teams with over 20 direct reports
- Use MS Office and project management software effectively
- Hold or be eligible for membership in MRICS or FRICS (preferred)
- Understand FIDIC and NCE contract mechanisms
- Be fluent in English, written and spoken
