Job description
The Specialist Business Development role at OQ Gas Networks SAOG (OQGN) in Oman is responsible for executing business development initiatives under the direction of the Head of Business Development, supporting growth, diversification, and expansion of the national gas transportation network. The role provides technical, technological, and commercial expertise to assess and develop new ventures across natural gas transportation and emerging gaseous molecules including hydrogen and CO₂. Responsibilities include building and analyzing commercial, financial, and tariff models, evaluating full economics, feasibility, and life cycle assessments for new projects, acquisitions, and regulated and non-regulated opportunities. The role supports strategic decision-making for sales and commercial agreements in line with contractual terms while ensuring alignment with OQGN’s mission, national energy objectives, international standards, HSE requirements, and sustainability goals. The position also contributes to long-term infrastructure development, decarbonization initiatives, stakeholder communications, consultant management, budgeting integration, and execution of growth strategies across midstream energy assets.

Key responsibilities
- Execute business development activities supporting OQGN’s growth and diversification strategy
- Develop and assess techno-commercial models for natural gas, hydrogen, and CO2 transportation opportunities
- Build financial, commercial, and tariff models to evaluate new ventures and investment proposals
- Implement long-term strategies for network infrastructure development, energy efficiency, and decarbonization
- Define and execute diversification and alternative energy strategies including hydrogen transportation and storage
- Evaluate acquisitions, new projects, and deal delivery opportunities from a technical and commercial perspective
- Support execution of regulated and non-regulated business growth initiatives
- Secure strategic agreements aligned with OQGN’s vision as Oman’s national energy transporter
- Support short- and long-term budgeting and integrate business development plans into corporate business plans
- Supervise third-party technical evaluations and manage external consultants
- Prepare teasers, memoranda, management presentations, and commercial proposals
- Participate in management presentations and opportunity discussions
- Engage in structuring, negotiating, and executing network expansion and growth deals
- Provide market intelligence and strategic inputs for future projects
- Coach and train junior and trainee engineers
- Ensure compliance with HSE Management Systems, process safety rules, and safety performance reporting
Experience & skills
- Hold a Bachelor’s degree or equivalent qualification
- Possess 5–8 years of experience in business development, commercial studies, or strategy within the oil and gas sector
- Demonstrate experience in techno-commercial midstream gas, hydrogen, or CO2 business development
- Exhibit strong capability in financial modeling, tariff estimation, and investment evaluation
- Demonstrate knowledge of HSE regulations, process safety management, and risk management
- Show familiarity with SAP, MS Office, and oil and gas IT interfaces
- Demonstrate understanding of international hydrocarbon accounting standards
- Exhibit ability to engage stakeholders, manage consultants, and support complex negotiations
- Demonstrate professional proficiency in English, with Arabic language skills preferred
