The Airport Cost Engineer (Talent Pool - Middle East Projects) role focuses on managing and controlling project costs across large-scale aviation and infrastructure developments, ensuring projects are delivered within approved budgets and contractual frameworks. The position is responsible for cost estimation, budgeting, forecasting, value engineering, procurement support, and contract administration throughout the full project lifecycle. The role requires evaluating and validating cost estimates prepared by design consultants and contractors, ensuring alignment with project scope, specifications, and contractual obligations. It involves implementing cost management software tools to monitor financial performance, track variations, and produce accurate reporting. The engineer assesses cost deviations against approved budgets and provides analytical insights to support decision-making and financial control. Responsibilities include reviewing and validating Bills of Quantities (BOQ), updating control budgets, and ensuring cost accuracy across engineering, procurement, and construction activities. The role also involves preparing updated cost forecasts reflecting project changes, variations, and evolving project requirements. Additionally, the position ensures compliance with Hill International QHSE policies, manuals, and procedures, integrating quality, environmental, safety, and occupational health standards into all cost engineering processes. The role contributes to project close-out activities, including final cost reporting, asset registers, and contractual compliance verification. It requires collaboration with multidisciplinary project teams to resolve cost-related issues and provide expert advisory support on cost management strategies. The Airport Cost Engineer also contributes to continuous improvement of cost engineering practices and ensures adherence to international standards and construction management best practices across GCC and Middle East aviation projects.

Key responsibilities
- Oversee project budgeting, cost control, estimating, forecasting, and financial reporting processes for large-scale aviation infrastructure projects.
- Implement and manage cost management software tools to track project financial performance and cost variations against approved budgets.
- Evaluate and validate cost estimates submitted by design consultants and contractors for accuracy, completeness, and contractual compliance.
- Prepare and update cost forecasts to reflect changes in project scope, design modifications, and construction progress.
- Review and verify Bills of Quantities (BOQ), project control budgets, and cost breakdown structures for accuracy and alignment with specifications.
- Assess cost variations, expenditures, and financial deviations to ensure alignment with approved budgets and contractual agreements.
- Support project close-out activities including final cost reporting, asset registers, and contractual compliance documentation.
- Collaborate with project teams and stakeholders to resolve cost-related issues and provide expert cost engineering advice.
Experience & skills
- Obtain a Bachelor’s degree in engineering from an accredited university
- Demonstrate 10–15 years of experience in cost control and cost engineering within large-scale infrastructure or airport projects
- Possess experience performing, monitoring, and reviewing cost engineering functions including cost estimation, cost control, financial reporting systems, and cost analysis
- Exhibit advanced knowledge of engineering, procurement, contracts, construction, and startup work processes
- Demonstrate strong capabilities in project scheduling, technical planning, and engineering design and construction practices
- Possess statistical knowledge including sampling distributions, probability, and hypothesis testing for cost analysis applications
- Demonstrate ability to independently plan, organize, direct, perform, review, and present cost engineering deliverables with minimal supervision
- Show experience in contract administration, procurement processes, and value engineering practices
- Possess knowledge of QHSE policies, manuals, and procedures and demonstrate compliance in project environments
- Demonstrate experience working in international environments with preference for GCC project experience
