Job description
The Senior Engineer, Projects Control role at ADNOC Onshore in Abu Dhabi provides functional support to all project controls activities during the development and execution of capital projects within the oil and gas sector. The role is accountable for managing and reporting all aspects of project cost, budget, schedule, risk, variations, and overall project performance, while ensuring implementation and compliance with corporate policies, technical standards, guidelines, and procedures related to project control. The position supports the Value Assurance Process (VAP) framework across all project stages and assists the VAP custodian, including the review and endorsement of Project Decision Support Packages. The role monitors project funding requirements, budget approvals, cost revisions, authorization for expenditure, and contract variation requests, while tracking contract requisitions, material requisitions, invoice payment certificates, contractor timesheets, and invoices. It liaises closely with Finance to monitor periodic expenditure against approved budgets, investigate deviations, report root causes, and develop recovery plans where required. The position develops realistic cost and schedule forecasts based on actual project conditions, reviews and develops Work Breakdown Structures, cost coding structures, reporting subsystems, cost and schedule baselines, progress measurement methodologies, and implementation plans. The role supervises the preparation and application of project control technical standards and ensures project approvals align with ADNOC project control practices. It supports contract-related activities including evaluation of contractor and consultant proposals, preparation of tender packages, and assessment of contract variations. In addition, the role includes supervisory, budgeting, performance management, innovation, continuous improvement, health, safety, environment, sustainability, and reporting responsibilities in line with ADNOC policies, international standards, and best industry practices.

- Provide functional support to project controls activities covering cost, budget, schedule, risk, variations, and project performance
- Support the Value Assurance Process framework and assist the VAP custodian across all project stages
- Review and endorse Project Decision Support Packages
- Monitor project funding requirements, budget approvals, cost revision sheets, authorization for expenditure, and contract variation requests
- Track contract requisitions, material requisitions, invoice payment certificates, contractor timesheets, and invoices
- Review project data and progress using dashboard reporting tools
- Coordinate with Finance to monitor expenditure against approved budgets and address major deviations through reporting and recovery planning
- Develop realistic project cost and schedule forecasts based on actual project conditions
- Review and develop Work Breakdown Structures, cost coding systems, reporting subsystems, and cost and schedule baselines
- Implement cost control, value of work calculations, and progress measurement systems
- Supervise preparation and application of project control technical standards, guidelines, and procedures
- Ensure project approvals comply with approved project control practices
- Support contract activities including contractor and consultant proposal evaluations, tender package preparation, and variation assessments
- Plan, supervise, and coordinate activities of assigned staff to meet functional objectives
- Train and develop assigned staff to enhance project control capability
- Provide input to functional budget preparation and support implementation of approved budgets and work plans
- Investigate and report significant budget and performance variances
- Implement department policies, systems, standards, and procedures in line with company and international standards
- Design and implement tools and techniques to improve operational efficiency and project control quality
- Ensure compliance with HSE policies, sustainability guidelines, legislation, and ADNOC Code of Practices
Experience & skills
- Hold a Bachelor Degree in Engineering or an equivalent discipline
- Possess a minimum of 8 years of experience in projects
- Demonstrate strong experience in project controls covering cost, budget, schedule, risk, and performance management
- Show experience supporting Value Assurance Process and project governance frameworks
- Have experience in contract management, tendering, and variation assessment
- Demonstrate ability to liaise with Finance on budget monitoring and expenditure control
- Possess experience supervising and developing project controls staff
- Demonstrate knowledge of HSE policies, sustainability guidelines, and international standards within oil and gas projects
