Job description
Serco, a global provider of government services and consulting solutions, is seeking a Business Development Manager for Business to Government (B2G) Consulting in Riyadh, KSA. The incumbent will lead growth initiatives focused on government services, defence, FRS, and consultancy, driving profitable business opportunities aligned with the Kingdom of Saudi Arabia’s strategic priorities. The role entails conducting market analysis, building strategic partnerships with ministries and government entities, shaping value propositions, supporting the development of new and enhanced service offerings, guiding solution design during bidding, and leading client engagement programmes. The position requires extensive knowledge of the KSA market, an established network within ministries and government bodies, and proficiency in both English and Arabic. The successful candidate will also apply Lean Six Sigma methodologies to optimize business processes and support solution delivery across cross-functional teams.

Key responsibilities
- Conduct comprehensive market analysis to identify addressable opportunities and target clients within the KSA, assessing trends, competitors, and sector growth potential.
- Generate new business and drive organic growth within government services, defence, FRS, and consultancy sectors in the KSA through proactive outreach and opportunity identification.
- Develop and maintain strong relationships and strategic partnerships with KSA ministries and relevant government entities to support Serco’s growth ambitions and enhance credibility as a high-quality service provider.
- Collaborate with internal Business Units to shape and design new market-facing value propositions, aligning service offerings with client needs and KSA strategic priorities.
- Support the development and enhancement of products and service offerings, ensuring unique selling propositions (USPs) are clearly defined, competitive, and aligned to market demands.
- Provide guidance to solution development during bidding processes, offering technical and commercial input to SMEs and bid teams, ensuring high-quality and client-focused proposals.
- Create, implement, and lead structured client engagement programmes to establish a consistent framework for managing relationships, improving client satisfaction, and maximizing business impact.
- Lead cross-functional teams in managing complex projects, ensuring alignment with strategic objectives, efficient execution, and delivery of measurable business outcomes.
Experience & skills
- Minimum of 10 years’ experience in business development or solutions management within the KSA, specifically in government services, defence, FRS, or consultancy sectors.
- Proven track record in the Middle East market, particularly in KSA, with demonstrated success in driving growth and managing government accounts.
- Strong understanding of government services operations and regulatory environment in KSA, including knowledge of ministries, governance frameworks, and public sector procurement processes.
- Proficiency in English and Arabic to facilitate effective communication with clients, stakeholders, and cross-functional teams.
- Established network and relationships within KSA ministries and government entities, enabling effective partnership building and business development.
- Certified Lean Six Sigma Yellow, Green, or Black Belt preferred to support process improvement and solution delivery excellence.
- Demonstrated ability to lead cross-functional teams, manage complex projects, and provide strategic guidance during bid development and solution implementation.
- Strong analytical, negotiation, and problem-solving skills with the ability to develop innovative solutions, assess market opportunities, and align offerings with client priorities and business objectives.
