Hill International is establishing a Talent Pool for Airport Contracts Engineers/Administrators supporting Middle East aviation infrastructure projects in Saudi Arabia. The role focuses on contract administration, contract compliance, documentation management, and commercial oversight across complex airport and infrastructure developments. Professionals will manage contract records, track variations, coordinate with stakeholders, assist in claims management, procurement processes, and ensure compliance with contractual obligations across large-scale multi-discipline construction projects. Responsibilities include providing accurate cost advice and cost reporting, analyzing project data, setting up cost-saving workshops, and preparing ad-hoc strategic proposals. The role involves delivering projects, commissions, and professional assignments while maintaining effective communication with project stakeholders and managers to ensure financial control and project success. Candidates will undertake commercial management services with limited supervision, deliver accurate and timely work outputs, and represent the company in meetings, negotiations, and stakeholder communications. The position requires compliance with Quality, Environmental, Safety and Occupational Health policies, manuals, and procedures, ensuring adherence throughout project execution. The role requires experience in contracts management including pre-contract and post-contract administration, contract drafting, contract law, pricing, procurement, bid evaluation, change order negotiation, claims resolution, subcontract formation and administration, contractor performance monitoring, planning and scheduling, and multi-discipline project documentation. Candidates should demonstrate technical and administrative knowledge of engineering and construction industry contracting practices, prime contracts management, execution office and field procedures, and contractual documentation within global construction consultancy environments. Experience within airport, infrastructure, or large-scale construction projects in the Middle East and GCC region is preferred. Key responsibilities
- Provide accurate cost advice, cost reporting, and financial analysis while supporting contract administration and commercial management across large-scale airport and infrastructure developments
- Analyze project data efficiently, track contract variations, monitor project costs, and support financial control mechanisms for multi-discipline construction projects
- Set up and manage cost-saving workshops and commercial strategy sessions to identify cost reduction opportunities and improve project financial performance
- Prepare ad-hoc high-level strategic proposals, cost assessments, and commercial recommendations to support project leadership and stakeholder decision-making
- Deliver projects, commissions, and professional assignments while maintaining compliance with contractual obligations, procurement processes, and project delivery timelines
- Maintain effective communication with stakeholders, project managers, contractors, and consultants to ensure information availability and financial control throughout project lifecycle
- Undertake commercial management services including contract administration, claims management, procurement support, and subcontract administration with limited supervision
- Represent the company professionally in meetings, negotiations, and stakeholder engagement activities while maintaining strong working relationships and ensuring contractual compliance
Experience & skills
- Hold a Bachelor's degree in Quantity Surveying, Engineering, or Cost Engineering from an accredited university with preference for MRICS chartered membership from the Royal Institution of Chartered Surveyors
- Possess 10–15 years of experience in contracts management including overall responsibility for contract administration on large-scale airport, infrastructure, or construction projects
- Demonstrate experience in pre-contract and post-contract administration including subcontract formation, bid evaluation, procurement processes, and contractor performance monitoring
- Show technical and administrative knowledge of engineering and construction industry contracting practices, contract law, contract drafting, pricing, and change order negotiation
- Demonstrate experience managing claims, disputes, contract variations, and contractual correspondence within multi-discipline construction projects
- Possess experience working within global construction consultancy environments and delivering technical project assignments across Middle East or GCC region
- Demonstrate knowledge of planning and scheduling, commercial management, and prime contract administration for large-scale construction projects
- Show compliance knowledge with Quality, Environmental, Safety and Occupational Health policies and procedures within engineering and construction environments
