Job description
The role manages the full lifecycle of tender activities and overall proposal management for Roche Diagnostics in Riyadh, supporting both bid submissions and commercial contract fulfillment. Responsibilities include leading the entire tender process from opportunity identification to contract award, acting as the primary point of contact for assigned bids, conducting bid/no-bid assessments with Sales, Legal, and Executive leadership, and developing detailed tender project plans covering timelines, resource allocation, and deliverables. The position coordinates technical responses for RFPs, RFQs, and ITTs, manages review cycles and stakeholder sign-offs, and facilitates communication across technical teams, SMEs, finance, legal, and sales. Duties also include maintaining a central repository for bid documentation, updating senior management on bid status and risks, and ensuring strict adherence to regulatory requirements, client mandates, and internal compliance standards. The role requires conducting post-submission win/loss analyses, managing and coordinating all phases of tender activities and direct purchase orders, maintaining proper filing and audit trails, processing Market Procurement requests, updating tender SOPs, supporting capacity-building for new tenders, and playing a critical role in ensuring successful submissions through rigorous coordination and tracking. The ideal candidate possesses strong project management capability, a deep understanding of the KSA healthcare market, MD/IVD bidding processes, SFDA regulations, tender structures, and advanced skills in stakeholder management, communication, and cross-functional collaboration.

Key responsibilities
- Lead the entire tender process and act as the primary point of contact and project manager for assigned bids
- Conduct bid/no-bid assessments with Sales, Legal, and Executive leadership based on strategic fit and commercial viability
- Develop comprehensive tender project plans including timelines, resources, and defined deliverables
- Coordinate technical response development ensuring clarity, accuracy, and compliance with RFP, RFQ, and ITT specifications
- Manage review cycles, quality control, and stakeholder sign-offs prior to submission
- Facilitate communication and workflow between technical teams, SMEs, finance, legal, and sales
- Schedule and lead kick-off meetings, progress reviews, and final sign-off sessions
- Maintain a central repository for bid documentation with strict version control and auditability
- Present status updates and potential risks to senior management for the bid portfolio
- Identify and mitigate commercial, contractual, and technical risks in tender submissions
- Ensure all submissions adhere to regulatory requirements, client mandates, and internal compliance standards
- Conduct win/loss analyses to improve the tender process and future success rates
- Manage and coordinate all phases of tender activities from initiation to submission
- Oversee processing of direct purchase orders ensuring accurate documentation and timely submission
- Maintain filing, tracking, and documentation systems for clear audit trails
- Convey Market Procurement requests to relevant teams for action and follow-up
- Maintain and update standard operating procedures for tender activities
- Contribute to capacity building for new tenders
- Coordinate submissions, manage workflows, and track progress to support tender success
Experience & skills
- Hold a BSc degree in a relevant discipline, preferably Life Science or Laboratory
- Bring 5ā6 years of experience in tender management or a similar bidding/government affairs role
- Demonstrate understanding of the KSA healthcare market, policy trends, MD/IVD bidding policy, and SFDA regulations
- Possess project management experience; a project management certification is preferred
- Show advanced interpersonal, stakeholder management, and pressure-handling skills
- Demonstrate proactive teamwork and strong cross-functional collaboration abilities
- Exhibit strong ownership and commitment to delivering high-quality results aligned with Roche standards
- Possess exceptional written and verbal communication skills in Arabic and English, including executive summary writing and presenting complex technical information clearly
