Job description
The Supervisor – Policy & CRCC Unit (Finance & Accounting) role is based in Rabigh, Saudi Arabia, within the Finance & Accounting department of Petro Rabigh, a leading petrochemical and fuels producer. This senior-level position is responsible for directing the analysis and evaluation of contract review and cost compliance requirements, ensuring that financial and accounting practices align with company policies and contractual obligations. The role involves developing and maintaining departmental accounting policies and procedures, updating and interpreting the Approval Authority Manual, and managing disputes arising from non-compliance with financial and procedural standards. The Supervisor is tasked with improving Finance and Accounting Department policies, implementing internal controls, performing post-implementation analyses, and recommending changes where necessary. The position requires verifying invoices for payment and change orders to ensure compliance with contract rates, company policies, and procedures, as well as establishing contract verification processes. The Supervisor acts on behalf of Petro Rabigh in contract-related financial disputes, evaluates alternative cost provisions for financial negotiations, and performs additional responsibilities assigned by the Head of Management Accounting. The role demands strong expertise in accounting and financial theory, principles, and practices, experience in law, proficiency in ERP systems including SAP Financial Applications, and advanced computer literacy in MS Excel, MS Word, and PRC financial packages. The position supports the company’s mission of producing essential fuels and petrochemicals, adding value to national resources, and promoting sustainable economic and social development.

Key responsibilities
- Develop, maintain, and improve departmental accounting policies and procedures to ensure compliance with company standards and regulatory requirements
- Direct the analysis and evaluation of contract review and cost compliance requirements across all relevant finance and accounting functions
- Interpret and update the Approval Authority Manual to guide financial decision-making and ensure procedural adherence
- Verify invoices and change orders for compliance with contract rates, company policies, and accounting procedures, establishing robust contract verification processes
- Arbitrate on behalf of Petro Rabigh in disputes arising from contracts' financial components, ensuring fair resolution and adherence to standards
- Evaluate alternative cost provisions and participate in contract financial negotiations to support optimal financial outcomes
- Conduct post-implementation analyses of policies and procedures and recommend necessary changes to enhance departmental effectiveness
- Perform additional duties and responsibilities as assigned by the Head of Management Accounting to support strategic and operational objectives
Experience & skills
- Possess an MS or BBA in Accounting
- Demonstrate strong knowledge of accounting and financial theory, principles, and practices
- Have experience in law relevant to financial and contractual processes
- Possess a minimum of 6 years of related work experience in finance and accounting
- Demonstrate proficiency with ERP systems, specifically SAP Financial Applications
- Be computer literate in MS Excel, MS Word, and PRC financial packages
- Exhibit strong analytical skills, attention to detail, and the ability to interpret and enforce accounting policies
