The Technical Director (High-Speed Rail Engineering and Infrastructure) at Jacobs in Abu Dhabi leads the technical strategy, engineering vision, and multidisciplinary design integration for a major high-speed rail detailed design program. The position oversees complex engineering operations across a multidisciplinary rail engineering environment that includes civil structures, rail track systems, station infrastructure, rolling stock engineering, rail operations, digital engineering, signaling systems, and traction power systems. The Technical Director is responsible for establishing and directing the overall technical vision for the high-speed rail project from concept development through detailed design and project delivery while ensuring alignment with global engineering standards and regulatory requirements. The role requires extensive expertise in high-speed rail engineering disciplines including high-speed alignment design, rail track systems, signaling systems, train control technologies such as ETCS and CBTC, traction power supply systems, and integrated rail operations frameworks. The position leads diverse technical teams and coordinates complex engineering interfaces between design, construction, systems integration, and operations teams to ensure seamless project delivery across the infrastructure lifecycle. The Technical Director ensures all engineering outputs comply with international high-speed rail standards including EN, UIC, and FRA guidelines while maintaining strict adherence to safety regulations and performance requirements. The role includes reviewing and approving technical documentation, engineering design submissions, and project deliverables to ensure compliance with project objectives, quality standards, and regulatory frameworks. The position requires leading technical risk identification and mitigation strategies across engineering disciplines to minimize project risks and maintain engineering performance targets. Additionally, the Technical Director collaborates closely with government authorities, engineering consultants, construction contractors, and international project partners to ensure alignment of technical requirements and successful delivery of complex rail infrastructure programs. The role also contributes to procurement strategies including development of technical specifications and evaluation of major infrastructure systems and rolling stock packages. The Technical Director plays a key leadership role in driving digital engineering initiatives, sustainability practices, and innovation across the rail program while representing the project in executive technical forums, high-level stakeholder meetings, and strategic project reviews.

- Oversee multidisciplinary engineering teams responsible for rail infrastructure including track systems, civil structures, station design, signaling systems, rolling stock engineering, traction power supply, operations engineering, and digital engineering components of the project.
- Ensure all engineering activities comply with international high-speed rail standards and regulatory frameworks including EN, UIC, and FRA while maintaining adherence to project safety regulations, operational performance requirements, and infrastructure reliability standards.
- Manage technical interfaces between design, construction, systems integration, and operations teams to ensure seamless coordination of engineering activities and alignment across the full lifecycle of the rail infrastructure program.
- Provide subject matter expertise on high-speed rail engineering technologies including alignment design, train control systems, rail signaling systems, traction power infrastructure, and integrated rail operations strategies.
- Review and approve engineering documentation including technical reports, design submissions, engineering drawings, and project deliverables to ensure compliance with quality standards, safety requirements, and contractual obligations.
- Lead technical risk management processes across engineering disciplines by identifying project risks, implementing mitigation strategies, and ensuring engineering solutions remain resilient and future-ready.
- Collaborate with government authorities, consultants, contractors, and international project partners while representing the project in executive technical forums, stakeholder meetings, procurement discussions, and strategic project reviews.
Experience & skills
- Possess a Bachelorās degree in Civil Engineering, Railway Engineering, Systems Engineering, or a related engineering discipline, with a Masterās degree considered advantageous for senior technical leadership roles in rail infrastructure projects.
- Demonstrate more than 20 years of professional experience in rail engineering or transportation infrastructure development including extensive involvement in large-scale rail programs.
- Possess a minimum of five years of experience specifically working on high-speed rail projects involving complex engineering systems, detailed design activities, and integrated infrastructure delivery.
- Demonstrate proven leadership experience managing multidisciplinary engineering teams responsible for rail infrastructure components including track systems, civil structures, station infrastructure, rail systems integration, and operations engineering.
- Demonstrate deep technical expertise in high-speed rail engineering disciplines including alignment design, rail track systems, signaling technologies, train control systems such as ETCS and CBTC, and traction power supply infrastructure.
- Demonstrate strong knowledge of international railway engineering standards and regulatory frameworks including EN, UIC, and FRA standards used in high-speed rail development and operations.
- Demonstrate experience coordinating complex technical interfaces across design, construction, systems integration, and operational teams in large-scale infrastructure projects.
- Demonstrate capability to contribute to procurement strategies including development of technical specifications, evaluation of engineering proposals, and selection of major rail infrastructure systems and rolling stock packages.
