The Program Manager II, Strategic Initiatives, MENA (Ultra Fast Grocery) role at Q-Express Documents Transport (Amazon) focuses on building and scaling a new high-impact grocery business from the ground up within a fast-paced, ambiguous environment. The role is responsible for end-to-end program ownership across partner onboarding, merchant acquisition, system integration, launch execution, and ongoing operational performance within the Ultra Fast Grocery business in the MENA region. The Program Manager II is expected to rapidly build trust and relationships with cross-functional teams including technical, operational, legal, and business stakeholders, while driving strategic initiatives that support new market launches and service expansion. The role involves designing and executing engagement models that align internal and external stakeholders and ensuring seamless merchant onboarding from acquisition through launch and stabilization. Responsibilities include managing merchant expansion initiatives, scaling operations to support multiple merchants per country, and ensuring timely execution of onboarding lifecycle requirements. The role includes working closely with Legal teams to negotiate, draft, and manage contractual agreements such as Master Service Agreements (MSAs), addendums, and heads of terms while ensuring compliance with corporate policies and financial requirements. The Program Manager II also leads PMO functions, including project scheduling, milestone tracking, metrics development, and governance reporting to ensure successful program delivery. The position requires defining business and system requirements in collaboration with stakeholders, building structured project plans, and driving execution from design through release while securing resources and managing risks. The role involves continuous performance monitoring using data and metrics to identify improvements, optimize operations, and ensure program success. Regular communication with senior leadership is required, including presenting business reviews, operational insights, execution updates, risks, and strategic recommendations. The role demands strong analytical ability, structured documentation, and clear communication skills to support decision-making and ensure execution excellence across complex, multi-stakeholder environments.

Key responsibilities
- Lead end-to-end merchant onboarding programs including acquisition, integration, system setup, and successful launch of new grocery partners in the Ultra Fast Grocery business
- Manage merchant expansion initiatives to scale operations to multiple merchants per country while ensuring consistent onboarding quality and execution standards
- Coordinate cross-functional teams including technical, operational, legal, and business stakeholders to ensure seamless execution of onboarding and launch activities
- Own the full merchant onboarding lifecycle ensuring timely delivery of system capabilities, operational readiness, and compliance requirements
- Partner with Legal teams to negotiate, draft, and execute contracts including MSAs, addendums, and heads of terms while ensuring policy compliance
- Manage contract lifecycle processes including reviews, approvals, amendments, and documentation storage in Contract Central
- Build and maintain PMO structures including project schedules, delivery plans, governance metrics, and execution tracking frameworks
- Define business and system requirements and develop end-to-end project plans from design to implementation while managing risks and resources
Experience & skills
- Possess minimum 5+ years of program management or project management experience in complex operational or technology environments
- Demonstrate experience working cross-functionally with both technical and non-technical teams across large organizations
- Demonstrate experience implementing repeatable processes, automation, or operational standardization initiatives
- Demonstrate intermediate to advanced Excel skills including pivot tables, charts, data cleansing, lookup functions, and logical formulas
- Demonstrate experience defining program requirements and using data and metrics to drive operational improvements
- Demonstrate strong stakeholder management experience across multiple organizational levels and external partners
- Demonstrate experience in building project plans, PMO structures, and managing schedules in fast-paced environments
- Demonstrate strong analytical, problem-solving, and execution skills in complex, ambiguous, and time-sensitive environments
