Job description
The PSAB ESS: Site Manager at Prince Sultan Air Base (PSAB), Saudi Arabia, oversees day-to-day operations of Engineering, Asset Management, and Real Property functions under KBR’s AFCAP V Program supporting the U.S. Air Force 378 ECES. The role reports directly to the Project Manager and ensures services are delivered safely, efficiently, and in compliance with the Performance Work Statement (PWS), contractual obligations, applicable industry standards, OSHA regulations, and U.S. Air Force directives. The Site Manager provides leadership across multiple functional areas including installation engineering, planning/programming support, sustainment management system (SMS) execution, Activity Management Plan (AMP) support, and Real Property accountability. This includes supervision and mentorship of engineers, technicians, planners, AMP managers, and Real Property staff. The role is accountable for operational continuity across rotations, coordination with government stakeholders, performance against mission-critical service levels, and execution in high-risk, austere environments. The Site Manager also manages preventive and corrective maintenance, logistics, spare parts inventory, reporting, and compliance documentation, while applying data-driven sustainment management and promoting a culture of safety, efficiency, and continuous improvement.

Key responsibilities
- Maintain a ZERO Harm workplace by setting safety standards, enforcing safe work practices, and ensuring compliance with Environmental, Safety, and Quality Assurance requirements.
- Provide daily oversight of installation engineering, asset visibility, AMP/Sub-AMP execution, and Real Property coordination to meet PWS performance objectives.
- Lead, supervise, and mentor a multidisciplinary team of engineers, technicians, planners, and Real Property personnel to deliver safe, timely, and high-quality outcomes.
- Coordinate daily tasks, assign work, monitor execution, and resolve barriers impacting performance while scheduling personnel to maintain required service levels, including short-notice mission support.
- Inspect and audit in-process and completed work to ensure compliance with PWS requirements and quality standards, initiating corrective actions when needed.
- Oversee preventive maintenance planning and execution to maximize system reliability and minimize downtime of mission-critical infrastructure.
- Monitor operational performance trends, troubleshoot issues, and coordinate timely repairs and escalations to sustain readiness.
- Maintain effective coordination with government stakeholders, including COR, ACO, Engineering Flight, Operations Flight, Real Property Office, and other mission partners to support planning, execution, and compliance.
- Ensure accurate documentation, reporting, and records management for engineering activities, asset visibility, work planning, and Real Property coordination.
- Manage inventory of critical spare parts and supplies, coordinate procurement actions and logistical support, and produce operational reports and performance metrics.
- Plan, organize, and prioritize multiple competing requirements under austere conditions while maintaining professional standards and mission focus.
- Perform additional duties and special projects as assigned by the Project Manager.
Experience & skills
- Bachelor’s Degree in Engineering from an ABET-accredited university.
- 10+ years of experience in engineering, construction, or facility maintenance.
- Demonstrated experience supervising and mentoring a multidisciplinary workforce including engineers, planners, technicians, and support staff.
- Working knowledge of engineering fundamentals, installation support operations, project execution, and planning/programming principles including the ability to interpret plans and drawings.
- Experience in preventive and corrective maintenance management and work control practices.
- Safety and compliance management experience in alignment with OSHA and industry standards.
- Strong stakeholder management skills with ability to coordinate across multiple government and contractor organizations.
- Proficiency with standard reporting and documentation practices, including government-directed systems and ensuring data accuracy.
- Ability to work in high-risk, austere/expeditionary environments and manage operational continuity across rotations.
- Working knowledge of utilities infrastructure lifecycle planning and data-driven sustainment management.
- U.S. citizenship and ability to obtain and maintain a SECRET clearance.
