Job description
The Construction Manager β Bridge Construction at Waagner Biro Bridge Services in Dubai is responsible for the end-to-end execution of pedestrian bridge projects, specifically over or within railway corridors such as the Etihad Rail. The role requires overseeing all construction stages, from foundations, substructure, superstructure, to finishing works, ensuring strict adherence to project specifications, technical standards, and safety protocols in live or controlled railway environments. The Construction Manager supervises RCC works including piles, pile caps, piers, and abutments, as well as structural steel erection, installation of precast elements, steel trusses, girders, and deck slab systems. The position demands careful planning and execution of lifting operations, crane deployment, and bridge launching methods while coordinating exclusion zones and rail protection systems. The role requires interaction with Etihad Rail representatives, obtaining work permits, rail possessions, and ensuring compliance with railway operational safety standards and HSE regulations. Additionally, the Construction Manager monitors project schedules, implements recovery plans for delays, controls budgets, manages subcontractor performance, coordinates inspections, approvals, and maintains detailed documentation for audit and regulatory purposes. Expertise in FIDIC contracts, Primavera P6, and reporting tools is essential, as is prior experience with Etihad Rail projects and working within live rail corridors.

Key responsibilities
- Lead full lifecycle construction of pedestrian and railway bridges including foundations, substructure, superstructure, and finishing works, ensuring quality, safety, and timely delivery
- Supervise reinforced concrete (RCC) works including piles, pile caps, piers, and abutments, as well as structural steel erection, precast element installation, and deck slab placement
- Plan and manage lifting operations, crane deployment, and bridge launching methodologies, ensuring compliance with railway safety zones and HSE requirements
- Coordinate closely with Etihad Rail operations team to obtain work permits, rail possessions, and clearances, maintaining strict adherence to railway interface protocols
- Review and approve method statements, lifting studies, and risk assessments specific to live railway construction environments, implementing exclusion zones and protective measures
- Monitor project schedule, productivity, milestones, and implement recovery strategies for delays while maintaining effective communication with client, consultants, and subcontractors through weekly progress meetings
- Control project budgets, subcontractor performance, and material procurement, ensuring financial and operational targets are met without compromising quality
- Ensure compliance with project specifications, ITPs, IFC drawings, and coordinate inspections and approvals with consultants and regulatory authorities, maintaining comprehensive documentation for audits and authority approvals
Experience & skills
- Hold a Bachelorβs Degree in Civil Engineering from a recognized institution
- Minimum 13 years of civil construction experience with at least 7β10 years in bridge construction, including pedestrian and railway bridges
- Proven experience in executing projects for Etihad Rail or similar railway authorities is mandatory or highly preferred
- Strong technical expertise in structural steel bridges, truss systems, RCC bridge components, precast installations, heavy lifting operations, and working within railway corridors
- Sound knowledge and practical application of FIDIC contract conditions, project control, and reporting standards
- Proficiency in Primavera P6 and other project reporting and scheduling tools
- Ability to lead multidisciplinary teams, coordinate with subcontractors and consultants, and ensure compliance with safety, HSE, and railway operational protocols
- Valid UAE Driving License preferred and capability to work on-site in dynamic and high-risk construction environments
