Job description
The Manager – Health, Safety & Security oversees the development, implementation, and continuous improvement of health, safety, and environmental policies, procedures, and strategies for construction megaprojects in Riyadh, Saudi Arabia. The role includes creating HSE manuals, plans, work instructions, and training programs; developing and monitoring HSE statistics, deliverables, and auditing processes; ensuring compliance with safety codes, occupational health regulations, and quality/environmental standards; managing HSE teams, staffing, and resource allocation; providing guidance and oversight to suppliers, contractors, and HSE representatives at fabrication and manufacturing sites; liaising with document management and systems turnover functions; and promoting HSE awareness across all project groups. This role requires extensive experience on large-scale construction projects, ability to assess and mitigate risks, interpret technical codes, and manage HSE deliverables in line with global and company standards.

Key responsibilities
- Develop and implement project health, safety and environmental policies and objectives.
- Create key HSE implementation strategies, manuals, and plans.
- Develop and deliver HSE training, orientation programs, and specific work instructions.
- Maintain HSE system documentation, including document registers, deliverables matrix, and statistics reporting.
- Implement nonconformance, corrective, and preventive action processes.
- Develop and monitor HSE auditing processes across all project groups.
- Define roles and responsibilities for HSE plans and provide code interpretation as needed.
- Provide input to suppliers/contractors for information requests, technical deviations, and minimum HSE requirements.
- Participate in on-site assessment of prospective suppliers/contractors and contribute to approved supplier lists.
- Develop equipment criticality ratings to determine inspection and testing requirements.
- Review and track HSE deliverable submittals and technical requisitions / RFQs / POs.
- Select and oversee HSE agencies/individuals at manufacturing/fabrication facilities.
- Promote HSE awareness and culture throughout the organization and among subordinates.
- Assess workload, develop staffing plans, and recruit HSE team members as needed.
- Liaise with Document Management and Systems Completion/Turnover teams for HSE documentation.
- Develop and implement lessons learned capture processes and ensure compliance with Hill International HSE policies.
Experience & skills
- Bachelor's degree in Safety Engineering or equivalent.
- Minimum 20 years of construction experience with progressive responsibility in HSE management on megaprojects.
- In-depth knowledge of health, safety and environmental auditing techniques.
- Demonstrated ability to set goals and organize resources.
- Strong interpersonal and communication skills.
- Ability to work with people from diverse disciplines, backgrounds, and cultures.
- Ability to adapt to changing circumstances and meet deadlines.
