Job description
The Senior Manager - Sustainable Developments at NEOM’s OXAGON sector will lead the strategic vision, development, and implementation of environmental and sustainability initiatives, ensuring alignment with NEOM's Regenerative Development Management System (RDMS). The role encompasses leadership of multi-disciplinary teams covering environmental assessment, compliance, energy engineering, sustainable infrastructure, and asset commissioning. This position involves integrating sustainability into master planning, design, construction, and operations to achieve net-zero carbon and EUI targets. Responsibilities include driving decarbonization strategies, managing green building certification processes (LEED, Mostadam, Envision, SITES), overseeing commissioning (CxA), and implementing environmental permitting and compliance programs. The role requires high-level engagement with internal stakeholders and external regulatory authorities, budget oversight, performance reporting, and continuous innovation in energy and water efficiency, sustainable design, and green supply chains. Candidates must have 15+ years of experience, with at least 5 years in senior leadership roles, and possess advanced knowledge of international sustainability standards and environmental regulations.

Key responsibilities
- Develop and execute overarching environmental and sustainability strategies aligned with regenerative development principles
- Translate strategic objectives into operational plans targeting net-zero carbon and EUI benchmarks
- Lead multi-disciplinary teams including managers across environmental, sustainability, energy, and infrastructure domains
- Oversee permitting, compliance, and assurance systems for all development phases
- Integrate sustainability principles into all project stages from planning to decommissioning
- Guide energy modeling, thermal comfort simulations, and ensure IPMVP and ASHRAE standards adherence
- Implement green building certifications and manage standards like LEED, Mostadam, Envision, and Saudi codes
- Plan and direct the commissioning process for high-performance assets
- Ensure strict compliance with NEOM RDMS and international frameworks like IFC PS
- Engage and coordinate with internal departments, sector teams, regulatory authorities, and external consultants
- Report departmental KPIs, budgets, and sustainability data to executive leadership
- Promote best practices and innovative sustainability technologies in infrastructure and operations
Experience & skills
- Minimum 15 years of experience in environmental and sustainability management, with at least 5 years in a senior leadership role
- Proven track record in managing large-scale infrastructure or construction projects
- Expertise in environmental impact assessments, permitting, and compliance systems
- Experience developing decarbonization strategies and sustainable infrastructure
- Deep knowledge of LEED, Mostadam, Envision, SITES, IPMVP, ASHRAE, and regional green building/energy codes
- Strong leadership, strategic planning, and stakeholder engagement skills
- Excellent written and verbal communication skills for diverse stakeholders
- Familiarity with energy modeling tools such as IES, eQUEST, and EnergyPlus
- Bachelor’s degree in Environmental Sciences, Environmental Engineering, Sustainability, or related field; Master’s degree preferred
- Relevant certifications such as LEED AP, WELL AP, Envision SP, or ISO14001 are highly desirable
