Job description
The Senior Director – Project Controls and Reporting (Cost Reporting & Controls) provides Qiddiya-wide leadership over cost reporting, governance, and internal controls across a 360 km² mega-project encompassing entertainment, sports, and cultural infrastructure. The role is responsible for ensuring accurate, timely, and decision-ready cost and performance information for Executive Management and the Board, strengthening cost discipline, transparency, and financial governance across all projects and business units. The position develops and implements comprehensive cost reporting and control strategies aligned with organizational goals and governance frameworks, establishes standardized reporting methodologies including templates, KPIs, and dashboards, and guarantees uniform application of reporting standards. The role delivers monthly, quarterly, and annual cost and performance reports with executive commentary, trend analysis, and forward-looking insights. It oversees data integrity through validation and reconciliation across SAP, PRISM, Unifier, and BI tools, ensures compliance with audit requirements and governance standards, designs and evaluates internal control frameworks, leads audit remediation, conducts cost performance reviews, escalates risks and variances, engages executive stakeholders, leads talent development for cost control teams, and drives continuous improvement through automation, advanced analytics, and collaboration with IT and Digital teams to establish a single source of truth for cost governance maturity.

Key responsibilities
- Develop and implement a comprehensive cost reporting and control strategy aligned with organizational goals and governance frameworks
- Serve as the principal authority on cost transparency, performance monitoring, and financial accountability across all projects and business units
- Create standardized cost reporting methodologies, templates, KPIs, and dashboards and ensure uniform application across Qiddiya
- Deliver monthly, quarterly, and annual cost and performance reports to Executive Leadership and Board Committees with executive commentary and trend analysis
- Implement validation and reconciliation processes across SAP, PRISM, Unifier, and business intelligence systems
- Ensure adherence to audit requirements, internal policies, and governance standards
- Design, execute, and evaluate internal control frameworks for cost reporting processes
- Oversee internal audits and manage remediation of identified control deficiencies
- Conduct monthly cost performance reviews and escalate variances, risks, and issues with proactive recommendations
- Act as the primary interface with Executive Leadership and cross-functional stakeholders to influence strategic decisions
- Lead workforce planning, recruitment, and development for cost reporting and control teams
- Advocate automation, advanced analytics, and innovative technologies to enhance cost governance maturity
- Collaborate with IT and Digital teams to establish a single source of truth for cost and performance data
Experience & skills
- Minimum of 13 years of professional experience in cost reporting, project controls, or financial governance roles
- Bachelor’s degree
- Strong negotiation and contract management expertise
- Experience designing and managing internal control frameworks and audit processes
- Proven leadership and team management experience within large, complex organizations
- Ability to work on-site in Riyadh and interface with executive and board-level stakeholders
