Job description
This role involves overseeing the full lifecycle of CBU projects in the construction and infrastructure sector, ensuring projects are delivered on time, within budget, and aligned with defined objectives. The position requires close coordination with clients to establish project requirements, while leading project teams through effective planning, task allocation, and performance monitoring. Key responsibilities include managing budgets and resources, tracking milestones, mitigating risks, ensuring compliance with relevant regulations and organizational policies, and maintaining accurate documentation using EDMS and PMIS systems. The role involves regular reporting to stakeholders and senior management, continuous improvement of project management processes, and providing leadership and mentorship to team members while upholding quality, environmental, health, and safety standards, including adherence to Hill International's relevant policies, manuals, and procedures. The position emphasizes international construction experience, particularly in major government or semi-government projects, with expertise in site engineering, project controls, contracts, quality, environment, health, and safety, and specialized experience in water and wastewater works.

Key responsibilities
- Plan, organize, and manage CBU projects from initiation to completion, ensuring all project goals and objectives are met
- Coordinate with clients to define project requirements and develop comprehensive project plans
- Manage project teams, assigning tasks, monitoring progress, and providing guidance and support
- Monitor and adjust project budgets and resources to ensure successful project delivery
- Track project milestones and deliverables and communicate progress to clients and stakeholders
- Identify and manage project risks and issues, developing contingency plans as needed
- Ensure compliance with all relevant regulations and standards
- Provide leadership and mentorship to project team members
- Monitor and track project progress, resolving any issues or delays promptly
- Provide regular updates and reports to senior management on project status, risks, and opportunities
- Implement and maintain project EDMS, ensuring all documentation complies with client requirements
- Ensure timely and accurate data entry into PMIS at the project level
- Continuously improve project management processes and practices
- Maintain compliance with Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures
- Perform other duties as assigned by the line manager or supervisor
Experience & skills
- Bachelor's degree in engineering from an accredited university
- Minimum 20 years of experience in large-scale infrastructure or city development projects, leading to a construction manager role
- Experience in major government and/or semi-government international construction sites with direct knowledge in site engineering, project controls, environment, health and safety, contracts management, and quality
- Extensive experience in construction management of water and wastewater works
- Proven experience in implementing a zero-accident philosophy
- Demonstrated engagement with government entities and utility providers
- Experience implementing continuous improvement on site and supporting capacity building and talent development in construction
- Experience working internationally, preferably in Saudi Arabia
