The Senior Officer, Contracts & Procurement at TotalEnergies UAE Services in Abu Dhabi is responsible for organizing, managing, and controlling the purchasing and contracts function to support the day-to-day operations of the affiliate, where lack or untimely delivery of materials or services may have significant production and financial consequences. The role requires a strong understanding of the local industrial background to enable judicious choices between foreign or local purchasing. Within Purchasing, the position promotes purchasing as a managed process, drives cost optimization and cost reduction through the use of market intelligence information, supplier qualifications and evaluations, cost models, and target prices, and leads Duet/Triplet demarche with MĂ©tier partners and technical managers. The role proposes improvements in affiliate and MĂ©tier OPS/CA practices and referential, establishes and promotes continuous improvement of purchasing practices, procedures, and reference documentation, ensures sufficient competent and trained resources for purchasing responsibilities, participates in job specification, competence assessment, and recruitment processes, and ensures communication of good practices and lessons learned to OPS/CA (REX). It includes anticipation of MĂ©tier Partnersâ needs through procurement planning, management and distribution of Purchase Requisitions (PRs), validation of contractual documents and formal letters, participation in complex negotiations of contractual and commercial terms, definition and monitoring of purchasing strategies by categories, tracking of key performance indicators for purchasing team efficiency, advisory support for affiliate projects, update of the supplier database, and global reporting to C&P management and OPS/CA MĂ©tier. Within Contracts, the role defines and implements contractual strategies in compliance with TotalEnergiesâ policies, JV rules, and Country laws, manages the end-to-end procurement process including call for tenders, scope definition, bid evaluation, negotiation, and contract deployment, presents to the Contract Committee for approvals, ensures supplier qualification and optimized supplier panel for strategic sourcing, leads complex negotiations balancing cost, quality, and risk, defines and tracks KPIs for contract execution and procurement efficiency, and analyzes procurement performance to implement improvement plans. In Compliance, the role ensures adherence to internal company rules including the OPS/CA guide to conduct, application of TotalEnergies and/or affiliate General Terms and Conditions for contracts and purchase of equipment, especially for complex, high value, high risk equipment, and ensures proper administration and filing of contracts and purchasing documents with all required approvals, justifications, and circulation forms in line with procedures. The candidate must have 6+ years of professional experience in contracts or procurement, Contracts and Procurement technical competencies, C&P tools knowledge, negotiation skills, and fluency in English.

Key responsibilities
- Organize, manage, and control the purchasing function on a daily basis, promote purchasing as a managed process across the affiliate, ensure sufficient competent and trained resources to satisfactorily deliver purchasing responsibilities, and establish continuous improvement of purchasing practices, procedures, and reference documentation in alignment with OPS/CA practices and referential.
- Lead cost optimization and cost reduction initiatives through the effective use of market intelligence information, supplier qualifications and evaluations, cost models, target prices, and adapted purchasing strategies by categories, while defining and monitoring local key performance indicators (KPIs) to ensure continuous improvement of purchasing team efficiency.
- Anticipate the needs of Métier Partners through procurement planning, receive, control, and manage proper distribution of all Purchase Requisitions (PRs) for Materials, validate or ensure validation of all contractual documents and formal letters issued by the purchasing entity, and ensure timely advisory support to affiliate projects.
- Manage the end-to-end procurement process including call for tenders, scope definition, bid evaluation, negotiation, contract deployment, and presentation to the Contract Committee for approvals in compliance with TotalEnergiesâ rules and procedures, while leading complex negotiations of contractual and commercial terms balancing cost, quality, and risk.
- Ensure supplier qualification, maintain and update the supplier database, optimize and manage the supplier panel for strategic sourcing, define and track KPIs for contract execution and procurement efficiency, analyze procurement performance, implement improvement plans, and ensure global reporting of purchasing team activity to C&P management and OPS/CA Métier.
- Ensure full compliance of contracts and purchasing processes with internal company rules including the OPS/CA guide to conduct, applicable laws and regulations such as JV rules and Country laws, and guarantee application of TotalEnergies and/or affiliate General Terms and Conditions for contracts and purchase of equipment, especially for complex, high value, high risk equipment, while ensuring proper administration and filing of all contracts and purchasing documents with required approvals, justifications, and circulation forms.
Experience & skills
- Demonstrate a minimum of 6 yearsâ professional experience with exposure to contracts or procurement, including organizing and controlling purchasing functions, managing end-to-end procurement processes, handling call for tenders, scope definition, bid evaluation, negotiation, contract deployment, and participation in Contract Committee approvals.
- Possess strong Contracts and Procurement technical competencies, practical knowledge of C&P tools, and proven experience in cost optimization, cost reduction, market intelligence usage, supplier qualification and evaluation, supplier panel optimization, strategic sourcing, procurement planning, and KPI tracking for purchasing and contract execution efficiency.
- Exhibit solid experience in leading complex negotiations of contractual and commercial terms, validating contractual documents and formal letters, applying TotalEnergies and/or affiliate General Terms and Conditions, and ensuring compliance with OPS/CA guide to conduct, internal company rules, JV rules, and Country laws.
- Demonstrate capability in managing supplier database updates, ensuring proper administration and filing of contracts and purchasing documents with all required approvals, justifications, and circulation forms, and delivering global reporting to C&P management and OPS/CA Métier in line with established procedures.
- Maintain fluency in English and the ability to operate within an affiliate environment where purchasing decisions and timely delivery of materials or services have direct production and financial consequences, ensuring alignment with TotalEnergiesâ policies and local regulations.
