Job description
Snap Inc., a global technology company known for Snapchat, Lens Studio, and Spectacles, is seeking a Head of Public Policy for the Middle East and Africa (MEA) based in Dubai. Reporting to the Senior Director Public Policy EMEA, the role is responsible for leading public policy and government relations activities across the Middle East and Africa, with particular focus on the UAE, Saudi Arabia, Qatar, and potential expansion across Africa. The role involves co-designing and executing regional public policy strategies, ensuring Snap’s voice is represented in policy-making discussions, and strengthening relationships with government officials, NGOs, trade associations, and influential stakeholders. The position works closely with Global Public Policy, Legal, Sales, Communications, Platform Integrity, Product teams, and senior executives to align policy strategies with business growth and risk mitigation objectives. Responsibilities include analyzing legislative and regulatory initiatives, developing policy positions, advising leadership on risks and opportunities, supporting policy-related media responses, and acting as the company's policy spokesperson in regional forums. The role requires deep understanding of tech policy, platform regulation, and regional government relations, as well as experience shaping legislative outcomes and public affairs strategies. The Head of Public Policy will operate in a fast-paced multicultural environment, support Snap’s growth in key markets, and ensure effective policy advocacy aligned with business objectives. The role follows Snap’s “Default Together” policy requiring in-office collaboration four or more days per week and includes engagement across cross-functional teams including communications, legal, platform integrity, product, and business leadership.

- Serve as the primary policy representative for Snap Inc across the Middle East and Africa, managing government relations, stakeholder engagement, and public policy initiatives across UAE, Saudi Arabia, Qatar, and broader African markets
- Develop, co-design, and execute regional public policy strategies and implementation plans aligned with business objectives and regulatory developments
- Build and maintain relationships with government officials, regulators, NGOs, trade associations, and influential stakeholders to support policy advocacy and business growth
- Analyze legislative initiatives, regulatory developments, and public policy issues impacting Snap, advising leadership on risks, opportunities, and mitigation strategies
- Collaborate with Global Public Policy, Legal, Communications, Sales, Platform Integrity, and Product teams to align policy initiatives with business priorities
- Act as policy spokesperson for Snap Inc across regional events, forums, and stakeholder engagements while representing company interests
- Respond to public policy inquiries, coordinate policy messaging, and support communications team on policy-related media responses
- Develop policy positions, advocacy strategies, and stakeholder engagement plans to influence policy outcomes and support company growth
Experience & skills
- Hold a Master's degree or advanced studies in Law, Economics, Public Affairs, or related discipline with strong understanding of public policy frameworks
- Possess 10+ years of relevant experience in MENA public policy, public affairs, government relations, or regulatory affairs
- Demonstrate at least 4+ years of experience in MENA tech policy, including platform regulation and digital policy environments
- Show proven experience working with government officials, regulators, NGOs, coalitions, and stakeholder groups across Middle East and Africa
- Demonstrate ability to analyze legislative initiatives, regulatory developments, and complex policy issues impacting technology platforms
- Possess experience working cross-functionally with legal, communications, product, and business teams to develop policy strategies
- Demonstrate full professional proficiency in Arabic and English for stakeholder engagement and policy communication
- Show experience working in Dubai or Riyadh and prior engagement with government or public institutions across the region
