Job description
A new, high-profile national organisation in Dubai is building its People & Culture function from nothing, and this Head of People & Culture leads that work. People strategy, employee value proposition and talent framework come first, followed by workforce planning, organisational design and job architecture. Onboarding, performance management, reward, recognition and career development all need scalable frameworks. Emiratisation strategy carries real weight, with clear pathways for UAE National talent. Policies, governance and employee relations frameworks are written from the ground up. During the establishment phase, external recruitment and HR service providers are managed directly. Automation, AI and digital tools are expected across people processes from the start. Senior leadership relies on you for strategic advice on workforce, talent and culture. Candidates must be UAE Nationals with proven HR experience across organisational development and core disciplines, a track record building or transforming HR functions and, ideally, start-up, scale-up or greenfield experience.
