Job description
The Engineering Project Controls Manager will oversee the Water Transmission Schemeās planning, scheduling, progress reporting, coordination of resources and ownership of the change management process. This PMC role involves supervising multiple consultants and EPCs appointed by the client. The candidate will be responsible for strategic planning, resource management, cost control, and collaboration with stakeholders to ensure the large-scale water transmission project in Abu Dhabi meets its objectives on time and within budget.

Key responsibilities
- Establish and maintain project control systems, covering cost, schedule and scope management.
- Develop work breakdown structures (WBS) and ensure accurate project tracking across all lots.
- Review delivery contractorsā schedules, progress reports, and forecasts for alignment with program objectives.
- Provide periodic progress and performance updates to the Program Director and stakeholders.
- Lead change management processes, ensuring proper assessment of impact on time, cost, and resources.
- Prepare and maintain project cost estimates, budgets, and forecasts, ensuring alignment with project objectives.
- Monitor project expenditures and cost trends, identifying potential variances from the approved budget.
- Collaborate with delivery contractors to review cost submissions, identify discrepancies, and propose corrections.
- Conduct value engineering and cost-benefit analyses to optimize project resources.
- Prepare detailed cost reports for stakeholders, including earned value analysis (EVA) and cost performance indicators (CPI).
- Support change management processes, assessing the cost impact of scope changes and variations.
- Oversee the development and implementation of project plans, schedules, and budgets.
- Provide leadership and direction to project teams, fostering a culture of safety, quality, and continuous improvement.
- Monitor project progress and performance, implementing corrective actions as necessary to address any deviations from the project plan.
- Prepare and present regular project reports to senior management and the client, detailing progress, challenges, solutions, commercial status, and risks.
- Ensure effective risk management strategies are in place to mitigate potential project risks and issues.
- Guide and mentor project team members, promoting professional development and knowledge sharing.
- Foster strong relationships with clients and other stakeholders to maintain project support and mitigate concerns.
Experience & skills
- Bachelorās degree in related field.
- 15+ years of experience in projects, specifically in large power and water distribution programmes.
- Certification in project and cost control engineering (e.g., CCP, ICEAA) is preferred.
- Proven experience in a similar role on programmes with a similar scope.
- 8+ years in cost engineering roles, preferably within large-scale EPC contractor projects.
- Proficiency in Primavera P6, MS Project, and cost control software.
- Proficiency in project scheduling and resource management.
