Job description
The Commissioning Director role requires comprehensive oversight and management of complex multi-billion-dollar onshore oil and gas EPCm projects, ensuring a systematic commissioning approach through development and implementation of commissioning plans and procedures. The mandate includes leadership across HSE issues, identification of commissioning-specific HSE concerns and risks, verification of all systems and equipment, definition of testing and integration activities across safe, tight, clean, function, operate, and preserve requirements, and ensuring all systems meet design specifications and operational requirements before handover. The position requires preparation of project commissioning and start-up plans with detailed activities and start-up logic, development and management of commissioning budgets, staffing forecasts, and alignment of all stakeholders to the Commissioning Execution Plan. Additional responsibilities include participation in design review, 3D Model Reviews, Value Engineering, Risk Management workshops, PHSERs and IPR sessions, establishing system breakdown structures, mechanical completions structures, and work pack structures, developing commissioning record close-out documentation, ensuring accurate documentation throughout project phases, planning and preparing all resources, materials, tools, test equipment and consumables, establishing completions management systems, overseeing on-site commissioning activities including P&ID checking, mechanical completion, pre-commissioning, cold and hot commissioning, conducting pre-start-up safety reviews, managing start-up, performance testing and punch list handovers, overseeing contractor and vendor activities, interfacing with operations for commissioning and turnover, supporting operational readiness and project execution plan development, establishing progress reporting systems, ensuring compliance with regulatory bodies and Wood procedures, and driving continuous improvement, cost reduction, and schedule efficiency throughout all commissioning phases.

Key responsibilities
- Develop and implement commissioning plans and procedures to ensure a systematic approach.
- Oversee and coordinate testing and verification of systems and equipment to ensure compliance with design specifications and operational requirements.
- Ensure all systems and equipment function correctly and safely before handover.
- Prepare and maintain comprehensive commissioning documentation including test results and certificates.
- Collaborate with project teams, contractors, and stakeholders to ensure seamless communication and integration.
- Identify potential risks during commissioning and develop mitigation strategies.
- Provide training and support to operations and maintenance personnel for newly commissioned systems and equipment.
- Ensure compliance with regulatory and safety standards throughout the commissioning process.
- Provide leadership in HSE issues on site and ensure compliance with the HSE Plan.
- Identify all HSE issues and risks associated with the commissioning scope.
- Identify systems and equipment requiring verification and define testing and integration activities.
- Develop the Commissioning Execution Plan to maximize efficiency, reduce cost, and improve schedule performance.
- Prepare detailed project commissioning and start-up plans including start-up logic.
- Develop and manage commissioning and start-up budgets and staffing forecasts.
- Align all stakeholders with the Commissioning Execution Plan and drive execution.
- Establish and manage the Commissioning Management team across the project portfolio.
- Provide expert input to design to ensure commissioning is incorporated effectively.
- Participate in design reviews, 3D Model Reviews, Value Engineering, Risk Management workshops, PHSERs and IPR sessions.
- Establish system breakdowns, mechanical completions structures, and work pack structures with Construction and Engineering Managers.
- Develop commissioning close-out documentation and ensure collection across all project phases.
Experience & skills
- Hold a B.S. or equivalent Engineering degree from an accredited university.
- Possess a minimum of 25 years of relevant oil and gas industry experience including Greenfield and Brownfield projects.
- Have at least 5 years of experience in a similar commissioning leadership role.
- Demonstrate ability to manage commissioning on onshore Greenfield and Brownfield oil and gas projects.
- Show specific experience working in the Middle East for renowned clients (preferred).
- Exhibit strong management, leadership and team motivation skills.
- Possess thorough knowledge of project success and benefits management.
- Demonstrate ability to manage cash flow, cost projections and forecasting at completion.
- Show experience in coordinating packages, commissioning reviews, site plan management and completions progress tracking.
- Be experienced in developing schedules and cost estimates for standard projects.
- Have strong knowledge of industry and company risk management processes.
- Demonstrate experience implementing project performance improvement activities.
- Understand information management requirements across project phases and documentation needs.
- Be well versed in international and company quality assurance standards.
- Possess extensive experience in IOC, NOC, mega oil and gas onshore projects, EPC and EPCM environments.
