Job description
The Manager – Preconstruction leads the successful completion of international pre-construction projects from inception to construction commencement within AD Ports Group’s International Office. The role includes conducting feasibility studies with technical, financial, and environmental analysis, performing technical due diligence, developing preconceptual engineering designs, and overseeing technical designs to ensure cost-effective, fit-for-purpose solutions. Responsibilities include defining project scope, managing pre-construction schedules, tender documents, and contract negotiations, monitoring risks, providing CAPEX estimates, maintaining technical oversight across the project lifecycle, preparing detailed reports for senior management, and ensuring compliance with relevant codes, standards, and end-user requirements. The manager also mentors team members, communicates technical information to non-technical stakeholders, and maintains strong relationships with internal and external stakeholders to achieve international program objectives.

Key responsibilities
- Conduct comprehensive feasibility studies including technical, financial, and environmental analysis
- Perform technical due diligence to evaluate design, technical risks, and engineering feasibility
- Develop and lead preconceptual engineering schemes and plans for potential international projects
- Oversee technical designs ensuring solutions are fit-for-purpose and cost-effective
- Provide technically compliant project specifications and scopes of work reflecting end-user requirements
- Manage pre-construction project scope, objectives, deliverables, and budgets
- Conduct site visits to assess logistics, evaluate project costs, and manage pre-construction budgets
- Oversee tender documents, review bidding scopes, lead contract negotiations, and gain approvals
- Monitor pre-construction schedules and enforce alignment with international goals and company objectives
- Prepare detailed reports summarizing activities, risks, key issues, and recommended actions for senior management
- Assess project risks, develop mitigation plans, and ensure strategies are implemented
- Build and maintain strong relationships with stakeholders, resolving conflicts and providing schedule and budget updates
- Manage pre-construction billing and ensure adherence to commercial terms
- Provide CAPEX estimates using construction rate databases and validate estimates from external consultants
- Maintain technical oversight across the project lifecycle, providing input on all technical deliverables
- Communicate technical information to non-technical stakeholders and mentor team members
- Identify skill gaps and training needs to enhance team performance
- Lead strategic planning, development, execution, and evaluation of international pre-construction programs
Experience & skills
- Bachelor's degree in Civil Engineering, Construction Management, Project Management, or related discipline; Master’s degree preferred
- 10–12 years of experience in pre-construction management for engineering, construction, or infrastructure projects
- Proven track record in ports and marine projects with terminal developers, EPC contractors, or PMCM firms
- Strong international project experience and exposure
- Experience across consultancy and construction organizations preferred
- Solid understanding of port operations including container, general cargo, and bulk cargo (liquid & solid)
- Expertise in leading design and pre-construction workflows for maritime projects
- Technical competencies in structural design and analysis, construction planning and management, cost estimation, construction materials and methods, quality assurance and control, geotechnical engineering, environmental compliance, and project documentation
- Excellent English communication skills; Arabic, French, Spanish, or Portuguese is an added advantage
