Job description
The Financial Planning and Budgeting Consultant role at EY in Riyadh is a 12-month contract position within the Financial Accounting Advisory Services (FAAS) practice, supporting large clients across the MENA region with financial planning and analysis, management planning, and decision-making reviews. The role focuses on delivering strategic and operational finance and accounting expertise, particularly within government sector consulting and public financial management in the Saudi market. The consultant works as part of multidisciplinary teams to redesign and improve budgeting, planning, and reporting cycles using process reengineering principles, advanced financial modeling, and data analytics tools. Engagements span government, health industries, and consumer and industrial products and services, involving cost optimization, budgeting framework reviews, and implementation of public sector planning applications. The role requires hands-on experience with modern budgeting methodologies, cost allocation techniques, enterprise planning systems, and analytics platforms to drive performance, efficiency, and effectiveness for complex organizations.

Key responsibilities
- Deliver financial planning, budgeting, and analysis engagements for large clients across the MENA region
- Support management planning and decision-making reviews using finance and accounting advisory expertise
- Apply process reengineering principles to redesign and restructure budgeting and reporting cycles
- Conduct reviews of company budgets and end-to-end budgeting processes
- Implement and assess budgeting frameworks including zero-based budgeting and performance-based budgeting
- Lead or contribute to cost accounting, optimization, reduction, and rationalization initiatives
- Develop and review cost allocation frameworks such as activity-based costing
- Utilize data analytics tools to generate insights and improve financial performance
- Support public sector clients with public financial management initiatives in the Saudi market
- Use enterprise planning applications such as Hyperion and SAP Business Planning and Consolidation
- Plan and manage project timelines across multiple concurrent engagements
- Build and maintain long-term client relationships across government and commercial sectors
Experience & skills
- Hold a bachelor’s degree in an accounting-related field
- Demonstrate proven experience in financial planning, budgeting, and analysis, preferably in consulting or advisory roles
- Demonstrate strong experience in process improvement within budgeting, planning, and reporting cycles
- Possess experience in public financial management, preferably within the Saudi market
- Exhibit strong knowledge of financial management principles, budgeting methodologies, and financial modeling techniques
- Demonstrate experience with data analytics tools including Power BI and Alteryx
- Have experience in cost accounting and cost optimization projects at large organizations
- Demonstrate experience with budgeting frameworks such as zero-based budgeting and performance-based budgeting
- Possess experience with cost allocation frameworks including activity-based costing
- Demonstrate experience with public sector planning applications such as Hyperion or SAP Business Planning and Consolidation
- Hold or be pursuing professional qualifications such as ACCA, CMA, or CPA
- Have exposure to working with a Big 4 professional services firm
