Job description
The Planning Manager role in Muscat, Oman, is a client-facing, on-site position responsible for supporting PMO implementation for a mixed-use development comprising residential, retail, and public realm areas. The role focuses on planning medium-complexity projects or portfolios and ensuring tenders and projects are aligned, scheduled, and monitored for timely and profitable delivery. The position requires hands-on expertise in Oracle Primavera P6, developing master schedules, managing dependencies and interfaces, tracking milestones, conducting schedule risk assessments, reviewing EOT claims, and implementing schedule change management procedures. The Planning Manager will also create planning onboarding packs, lead workshops, train client staff and the supply chain, conduct audits to assess compliance, develop schedule KPIs, and produce real-time reporting dashboards. The role requires collaboration with project teams, consultants, contractors, and senior leadership while ensuring adherence to planning processes and procedures.

Key responsibilities
- Develop and monitor master schedules for projects and program portfolios using Oracle Primavera P6
- Lead dependency and interface management, proactively tracking all program milestones
- Create procedures for developing master programs and standard reporting templates for progress metrics at project, program, and portfolio levels
- Conduct periodic Schedule Risk Assessments and implement mitigation strategies
- Review, assess, and provide determination on Extension of Time (EOT) claims
- Develop planning onboarding packs and conduct workshops for consultants, contractors, and developers
- Plan and execute regular audits to assess supply chain compliance with planning processes and procedures and implement improvement plans
- Develop and implement schedule change management procedures to systematically capture, assess, and evaluate impacts on the master program
- Work with the Reporting team to develop schedule KPIs and produce real-time reporting dashboards
- Conduct training workshops for client staff and supply chain on planning processes and procedures
- Present programme status, planning updates, and performance to Senior Leadership Teams (SLT), project teams, and supply chain stakeholders
Experience & skills
- Proven client-side PMO experience within construction or project management environments
- Hands-on proficiency in Oracle Primavera P6 for scheduling and monitoring projects and portfolios
- Ability to independently deliver program schedules and manage medium-complexity projects
- Relevant degree or professional qualification in progress related to project management or construction
- Strong understanding of schedule risk assessment, milestone tracking, and EOT claims evaluation
- Experience in developing procedures for master schedule creation, reporting, and schedule change management
- Capability to conduct onboarding, training, and workshops for staff, consultants, and contractors
- Experience in auditing compliance with planning processes and implementing improvements
- Excellent stakeholder management and presentation skills for client-facing engagements
- Ability to produce schedule KPIs and real-time dashboards to track programme performance
