The Cluster Construction Manager (E2) is responsible for leading and overseeing multiple large-scale infrastructure and city development projects across the Western Cluster in Jeddah, Saudi Arabia, ensuring delivery in accordance with client objectives, standards, and regulatory requirements. The role includes managing all phases of construction from planning, design, execution, and completion while ensuring projects are delivered safely, on time, and within budget. The position involves coordinating with contractors, supervision consultants, architects, engineers, and stakeholders, enforcing HSE standards, maintaining project planning controls, managing risk registers, contracts, and reporting systems. The role includes assessing client project management capabilities, recommending organizational structures, defining roles and responsibilities, implementing project management tools and software, and applying international best practices. Responsibilities also include preparing project plans, monitoring schedules and budgets, managing contracts, supervising construction professionals, ensuring compliance with regulations and codes, leading incident investigations, reviewing project execution plans, managing resource allocation, monitoring contractor performance, reviewing reports, managing EDMS and PMIS systems, tracking labor efficiency, preparing dashboards and reports, managing claims, overseeing invoices, maintaining cash flow forecasts, and supporting client capability building. The position requires extensive experience in water and wastewater construction, engagement with government entities, continuous improvement initiatives, and implementation of zero accident philosophy while ensuring compliance with quality, environmental, safety, and occupational health policies.

Key responsibilities
- Lead and oversee multiple large-scale infrastructure and city development projects across planning, design, execution, and completion phases while ensuring delivery aligns with client objectives, budget constraints, timelines, regulatory requirements, and international best practices
- Manage contractors, subcontractors, supervision consultants, architects, engineers, and stakeholders by coordinating activities, ensuring adherence to PMM processes, establishing risk registers, reviewing performance, and maintaining compliance with contractual obligations
- Develop and implement project execution strategies including project plans, schedules, budgets, resource allocation, and performance tracking while monitoring progress and implementing mitigation measures for risks, delays, and cost overruns
- Oversee contract management activities including negotiation, supplier management, subcontractor coordination, claims review, extension of time assessments, invoice validation, variation estimates, and cash flow forecasting
- Implement and enforce HSE standards including zero accident philosophy, conduct health, safety, security and environmental incident investigations, review contractor safety plans, and ensure compliance with environmental and occupational health policies
- Manage project controls including PMIS and EDMS implementation, data accuracy, document management compliance, dashboard reporting, labor efficiency tracking, schedule monitoring, and monthly reporting to senior management
- Support client organizational development by assessing project management capabilities, defining roles and responsibilities, improving department operating structures, implementing project management tools, and supporting talent development initiatives
- Monitor project progress, review contractor and consultant reports, allocate resources, follow up action plans, escalate risks, coordinate RFP scope preparation, oversee supervision contracts, and ensure compliance with quality, safety, and operational standards
Experience & skills
- Hold a Bachelor's degree in Engineering from an accredited university with extensive experience in construction management and infrastructure project delivery
- Possess minimum 20 years of experience managing large-scale infrastructure or city development projects including leadership roles as construction manager
- Demonstrate experience working on major government or semi-government international construction sites with knowledge of site engineering, project controls, contracts management, quality management, and HSE compliance
- Show extensive experience managing water and wastewater construction projects including infrastructure delivery and operational coordination
- Demonstrate experience implementing zero accident philosophy and leading health, safety, security, and environmental compliance initiatives
- Exhibit experience engaging with government entities and utility providers while coordinating regulatory approvals and project execution
- Demonstrate track record of implementing continuous improvement initiatives, organizational development, and capacity building within construction environments
- Show experience working internationally with preference for Saudi Arabia experience and demonstrate strong project leadership, reporting, and stakeholder management expertise
