Job description
The Head of Innovation manages programmatic activities that identify, analyze, and frame pathways for scaling evidence-based policy innovations in health; supports analysis and development of policy research products on health innovation to leverage science, research, and innovation ecosystems for health, social impact, and economic growth; and identifies and showcases cutting-edge policy and governance solutions (including novel financing, service delivery models, regulatory approaches, and community-led initiatives) from local and global contexts. The role devises, develops, and oversees innovation-related content for WISH events (summits, workshops, deep dives) to position WISH as a leading global think tank for actionable health innovation policy solutions; works closely with the Director of Research and Policy Development to translate research insights into practical policy initiatives aligned with WISH thematic priorities; creates and manages project plans for innovation programs (policy solution incubators, model showcase platforms) to ensure timely delivery from concept to summit execution; develops and sustains a WISH Innovation Circle of Experts to provide mentorship, guidance, and strategic input for promising policy initiatives; collaborates with the Director of Partnerships and Outreach to develop partnership agreements with public and private stakeholders for innovation policy–focused projects; and promotes investment and incentives in science and innovation from public and private sectors to enhance social health impact and economic opportunities. The remit includes excellence in stakeholder management, curation of policy solutions, facilitation of multi-stakeholder dialogues, development of platforms that showcase scalable models, rigorous project planning and impact tracking, and high-quality writing of policy briefs and reports, with Arabic proficiency noted as a significant advantage.

- Identify and showcase cutting-edge policy and governance solutions (novel financing, service delivery models, regulatory approaches, community-led initiatives) from local and global contexts.
- Devise, develop, and oversee innovation-related content for WISH events (summits, workshops, deep dives) to position WISH as a global leader in actionable health innovation policy solutions.
- Collaborate with the Director of Research and Policy Development to translate research insights into practical policy initiatives aligned with WISH thematic priorities.
- Create and manage project plans for innovation programs (policy solution incubators, model showcase platforms) ensuring timely delivery from concept to summit execution.
- Develop and sustain a WISH Innovation Circle of Experts to mentor and guide promising policy initiatives.
- Work with the Director of Partnerships and Outreach to develop partnership agreements with public and private stakeholders for innovation policy–focused projects.
- Promote investment and incentives in science and innovation from public and private sectors to enhance social health impact and economic opportunities.

Experience & skills
- Bachelor’s degree in Public Policy, Public Health, International Development, Social Sciences, or a relevant field; 6–8 years of relevant full-time work experience.
- Proven expertise in policy development, implementation, and/or scaling impactful solutions within health/social care or related sectors.
- Experience in innovation management and designing/managing programs that bridge policy research with real-world implementation/adaptation.
- International experience (preferably Middle East) with knowledge of Qatar and Qatar Foundation considered an advantage.
- Experience curating policy solutions, facilitating multi-stakeholder dialogues, and developing platforms for showcasing scalable models.
- Excellent interpersonal, negotiation, and stakeholder management skills with ability to build productive relationships with governments, NGOs, communities, and contractors.
- Excellent writing skills to draft and edit policy briefs, reports, and communications clearly and concisely; Arabic proficiency is a significant advantage.
- Proficiency in MS Office applications.
