A leading Tier 1 main contractor based in Riyadh, Saudi Arabia is seeking a Quality Health & Safety Director to lead the development, implementation, and maintenance of comprehensive QHSE (Quality, Health, Safety, and Environment) policies and management systems for large-scale construction projects ranging from 500M SAR to 5BN SAR across hospitality, commercial, and leisure sectors. The role focuses on championing a culture of quality, health, safety, and environmental responsibility across all levels of the organization while safeguarding employees, contractors, and stakeholders and improving operational efficiency. The position involves shaping QHSE strategies aligned with corporate objectives and international standards including ISO 9001, ISO 14001, and ISO 45001 while ensuring regulatory compliance at local, national, and international levels. The Quality Health & Safety Director will collaborate with senior leadership, project staff, clients, main contractors, subcontractors, and suppliers to embed best practices across operations. The role includes overseeing QA/QC and HSE managers, leading audits, managing compliance reviews, delivering training programs, supporting continuous improvement initiatives, and driving operational excellence. The Director will be responsible for building robust management systems, supervising multidisciplinary teams, and engaging stakeholders across large-scale construction environments. The position requires strong experience in construction or interiors fit-out sectors, expertise in QHSE strategy development, and hands-on experience with ISO 9001, ISO 14001, and ISO 45001 standards. The successful candidate will contribute to organizational reputation, operational performance, and risk management while working within a collaborative environment that values continuous improvement, compliance, and safety excellence.

Key responsibilities
- Lead the strategic direction and development of QHSE initiatives across large-scale construction projects by designing and implementing Quality, Health, Safety, and Environmental strategies aligned with corporate objectives, operational requirements, and continuous improvement goals across hospitality, commercial, and leisure developments ranging from 500M SAR to 5BN SAR.
- Develop, implement, and maintain QHSE management systems and policies ensuring compliance with international standards including ISO 9001, ISO 14001, and ISO 45001 while aligning with local, national, and international regulatory requirements across all construction operations.
- Oversee compliance management by monitoring adherence to regulatory frameworks, conducting compliance reviews, implementing corrective actions, and ensuring continuous improvement of quality, safety, and environmental processes.
- Supervise QA/QC Managers and HSE Managers across multiple projects by providing leadership, direction, and operational oversight to ensure consistent implementation of QHSE policies and procedures across construction environments.
- Collaborate with senior management, project teams, clients, contractors, subcontractors, and suppliers to embed QHSE best practices and ensure alignment with project delivery objectives and safety performance requirements.
- Lead audit programs including internal audits, external audits, and compliance assessments while ensuring adherence to ISO 9001, ISO 14001, and ISO 45001 standards and implementing improvements based on audit findings.
- Design and deliver QHSE training programs and awareness initiatives to strengthen safety culture, improve operational efficiency, and ensure employees and contractors understand QHSE policies and compliance requirements.
- Drive continuous improvement initiatives by identifying process improvements, implementing operational enhancements, monitoring safety performance metrics, and strengthening environmental responsibility across construction operations.
Experience & skills
- Demonstrate extensive experience in developing and implementing QHSE strategies within large-scale construction organizations or complex project environments including hospitality, commercial, and leisure developments.
- Possess in-depth knowledge of international standards including ISO 9001, ISO 14001, and ISO 45001 with hands-on experience implementing quality, environmental, and occupational health and safety management systems.
- Show proven ability to lead multidisciplinary teams including QA/QC Managers and HSE Managers across operational construction environments and large-scale projects.
- Demonstrate strong experience in policy development, regulatory compliance, audit management, and continuous improvement initiatives across construction project environments.
- Possess experience collaborating with senior leadership, clients, contractors, subcontractors, and suppliers while implementing QHSE frameworks across multiple projects.
- Hold academic qualifications such as degree in engineering, science, or related discipline supported by specialist QHSE certifications.
- Demonstrate experience managing compliance with local, national, and international regulatory requirements within construction and interiors fit-out sectors.
- Show strong track record in operational efficiency improvements, safety performance management, and environmental responsibility initiatives across large-scale construction organizations.
