Job description
The Manager ā Budgeting and Reporting is responsible for overseeing financial planning, budgeting, reporting, and audit processes for PUE (Pre-University Education) in Qatar. The role ensures that PUEās budgeting and reporting frameworks align with Qatar Foundationās accounting principles and financial management best practices. This position involves evaluating, planning, implementing, and monitoring the budget development process, supporting long-term financial strategies, and ensuring efficient revenue generation. The manager advises budget holders on performance, analyzes financial reports to identify variances, investigates anomalies, and recommends corrective actions. Additionally, the role includes developing KPIs and dashboards to track financial performance, leading the annual audit process, preparing internal and external financial reports, and reviewing commercial proposals and external partner budgets. The position demands strong analytical and strategic planning skills, a commitment to process improvement, and leadership in managing the budgeting and reporting team to ensure effective financial operations across PUE centers and schools.

Key responsibilities
- Evaluate, plan, implement, and monitor PUEās budget development and long-term financial planning processes
- Advise budget holders monthly on performance against budget and address significant variances
- Analyze financial reports to identify and investigate anomalies, recommending corrective actions
- Develop KPIs and dashboards to monitor organizational financial performance
- Ensure compliance with Qatar Foundationās accounting principles and financial management standards
- Lead the annual audit process and prepare all supporting schedules and documentation
- Prepare and present financial reports for PUE and its affiliated centers and schools
- Review and assess commercial proposals and budgets from prospective partners
- Drive automation and process efficiency in financial planning and reporting systems
- Support and advise leadership on financial and commercial matters within PUE
- Supervise the budgeting and reporting team and oversee day-to-day financial management activities
Experience & skills
- Hold a Bachelorās degree in Business Administration, Finance, or related field (CPA or CA preferred)
- Possess 8ā10 years of relevant finance and budgeting experience, including at least 3 years in a supervisory role
- Demonstrate expertise in budgeting, financial planning, and variance analysis
- Show experience in higher education financial management (preferred)
- Possess strong conceptual, analytical, and strategic thinking abilities
- Exhibit excellent command of English, both written and spoken (Arabic proficiency advantageous)
- Demonstrate advanced proficiency in Microsoft Office, particularly Excel
- Show leadership and communication skills with the ability to manage and motivate teams
