The Specialist, OG Procurement and Sourcing (Strategic Sourcing) role is responsible for managing end-to-end Source to Settle activities for an assigned portfolio primarily consisting of indirect spend categories including consulting services, recruitment services, legal services, finance and tax advisory services, creative agencies, media services, and production services. Operating within a global telecommunications and digital infrastructure organization, the role supports the Ooredoo Group strategic sourcing mission by executing savings targets, implementing sourcing strategies, and ensuring compliance with governance frameworks. The position contributes to Strategic Sourcing operations through management of upstream and downstream procurement activities including RFx process execution, vendor negotiation, contract negotiation, contract finalization, validation of Purchase Requisitions, and issuance and preparation of Purchase Orders. The specialist collaborates with internal functions to receive sourcing requests, align sourcing strategies with business units, and secure necessary approvals while ensuring transparency and fairness in procurement governance. The role requires expertise in developing costing models and performing detailed commercial analysis across supplier offers to support sourcing decisions and procurement strategies. Additionally, the role supports Supplier Relationship Management and Supplier Performance Management activities by preparing data for annual supplier performance evaluations, supporting reporting cadence management, tracking supplier improvement actions, and continuously reviewing and improving the Supplier Performance Management framework across the group. Demand Management responsibilities include consolidating demand inputs from multiple Ooredoo entities, reviewing submissions, and conducting analysis to identify opportunities for efficiency improvements and consolidation at the group level. The role also contributes to operational reporting requirements including monthly and quarterly procurement and sourcing KPI reporting. The position requires experience with upstream and downstream procurement systems such as SAP Ariba and Oracle, as well as the use of analytical dashboards to support procurement analysis and reporting. Working within Ooredoo Groupās strategic framework focused on strengthening core telecom operations, towers, data centres, sea cable business, fintech, analytics, and digitalisation of operations, the role supports operational procurement excellence while building long-term supplier partnerships aligned with the organizationās objective of becoming the regionās leading digital infrastructure provider.

Key responsibilities
- Manage end-to-end Source to Settle activities for assigned indirect spend categories including consulting services, recruitment services, legal services, finance and tax advisory services, creative agencies, media services, and production services while supporting the strategic sourcing mission of the procurement department.
- Develop sourcing strategies for assigned procurement categories, secure alignment with business units, obtain necessary approvals, and ensure execution of savings targets and sourcing action plans aligned with Ooredoo procurement objectives.
- Execute upstream procurement activities including RFx process management, vendor negotiation, contract negotiation, and contract finalization in coordination with leadership while ensuring transparency, fairness, and compliance with procurement governance standards.
- Perform downstream procurement operations including validation of Purchase Requisitions and preparation and issuance of Purchase Orders using procurement systems such as SAP Ariba and Oracle while ensuring accuracy and timely completion.
- Conduct detailed commercial analysis and develop costing models across supplier offers to support sourcing decisions, supplier evaluation, and procurement strategy development.
- Coordinate with internal stakeholders to receive sourcing requests, manage sourcing implementation, and support operational procurement delivery for internal customers.
- Prepare data and documentation for annual supplier performance evaluations as part of Supplier Performance Management and support reporting cadence management and action tracking for supplier improvement initiatives.
- Review and continuously improve the Supplier Performance Management framework across the group by identifying improvement opportunities and implementing action plans.
- Consolidate demand inputs from multiple organizational entities, review submissions, and perform demand analysis to identify efficiency opportunities and group-level consolidation initiatives.
- Generate and manage procurement reporting including monthly and quarterly reports on procurement and sourcing KPIs using analytical dashboards and internal reporting frameworks.
Experience & skills
- Possess 5ā8 years of experience in a Strategic Sourcing or Procurement role managing indirect spend portfolios including consulting services, recruitment services, legal services, finance and tax advisory services, creative agencies, media services, and production services.
- Demonstrate hands-on experience managing end-to-end Source to Settle procurement processes including RFx process execution, vendor negotiation, contract negotiation, contract management, Purchase Requisitions validation, and Purchase Orders issuance.
- Exhibit advanced capability in developing costing models and conducting detailed commercial analysis across supplier offers to support sourcing decisions and procurement strategies.
- Utilize procurement systems such as SAP Ariba and Oracle for managing upstream and downstream procurement processes and operational procurement transactions.
- Apply knowledge of Supplier Relationship Management, Supplier Performance Management, Demand Management, and procurement KPI reporting within a strategic sourcing environment.
- Demonstrate in-depth understanding of key contractual terms and the ability to independently negotiate contracts with suppliers within procurement and sourcing engagements.
- Hold a Bachelorās degree in business administration, Finance, Contractual Law, Procurement, or Logistics.
- Possess CIPS certification or another internationally recognized procurement certification or diploma.
