Job description
The Senior Cost Engineer - Oil & Gas Project Cost Control is responsible for supporting and leading the cost function to ensure all commercial project-related activities are executed in accordance with company policies and procedures within an oil and gas project environment. The role includes preparing detailed budget breakdowns from the Project Estimate Document (PED), uploading data into the Compass system, and maintaining financial data within Oracle systems. The position involves preparing invoices aligned with contract milestones, managing project cash flow updates, and collaborating with finance to track payments. The engineer compiles comprehensive contract cost reports including Value of Work Done (VOWD), Forecast to Go, Estimate at Completion (EAC), variance analysis, movement commentary, and cash position. The role requires liaison with Engineering, Procurement, and Construction teams to assess budgetary impacts, participation in cost performance meetings, preparation of monthly cost review presentations, and attendance at client Project Controls meetings. Additional responsibilities include supporting cost close-out processes, ensuring balance sheet finalization, and maintaining compliance with HSEQ and HSES policies as well as information security procedures. The role demands expertise in cost estimation, risk analysis software, total cost management techniques, contract interpretation, and technical specifications within major oil and gas projects.

Key responsibilities
- Ensure compliance with HSEQ and HSES policies and adhere to safety, environment, and quality processes
- Prepare detailed budget breakdowns from Project Estimate Document (PED) and upload into Compass system
- Maintain and manage financial data within Oracle systems
- Prepare invoices in accordance with contract milestones and agreed payment terms with supporting documentation
- Update and manage project cash flow in coordination with Project Manager and Finance, highlighting deviations
- Prepare cost estimates and assess financial impact of project changes while monitoring actual costs
- Compile and update contract cost reports including Value of Work Done (VOWD), Forecast to Go, Estimate at Completion (EAC), variance analysis, and cash position
- Coordinate with Engineering, Procurement, and Construction teams to assess project activities and budget impacts
- Participate in cost performance meetings and provide financial insights
- Prepare monthly cost review presentations for Project Management Team meetings and attend client Project Controls meetings
- Support cost close-out processes ensuring project balance sheet finalization
- Ensure compliance with cost control processes and continuously review for efficiency and effectiveness
Experience & skills
- Minimum 5 years of experience preferably in major oil and gas projects
- At least 3 years of experience in a dedicated Cost Engineer role
- Bachelor’s degree in cost management, quantity surveying, engineering, or related discipline
- Advanced proficiency in Microsoft Excel
- Experience using cost estimation and risk analysis software
- Thorough understanding of project execution processes
- Ability to interpret contract terms, conditions, and technical specifications
- Familiarity with total cost management techniques and cost engineering practices
