Job description
The Human Capital Manager - Culture and Emiratization is responsible for developing and driving comprehensive employee engagement, wellness, and Emiratisation initiatives to foster a positive, productive, and inclusive workplace culture across DHAM. The role oversees engagement strategies, events, wellbeing programs, and UAE national talent initiatives, while serving as a liaison between employees, senior leadership, external vendors, HR teams, and the Center of Excellence.

Key responsibilities
- Create opportunities for departments to promote and sustain a great work environment through programs, events, and activities
- Identify and address organizational morale and productivity issues through continuous assessment
- Collaborate with senior managers to drive engagement initiatives and develop organizational culture
- Prepare annual engagement plan including events, recognition frameworks, and communication strategies
- Conduct sessions with employees to identify engagement obstacles and implement solutions
- Manage and track engagement budget, analyze variances
- Facilitate and track SMART action plans from engagement surveys
- Conduct focus groups, coaching sessions, and town halls to support survey rollout
- Develop tools and training materials for leaders to build action plans
- Coordinate with vendors for survey implementation and data management
- Contribute to annual Wellness Calendar and support wellness initiatives
- Identify and secure relationships with wellness providers
- Plan and implement organizational events with communications and marketing teams
- Establish relationships with business heads to align UAE National talent plans
- Support design and implementation of UAE National assessment and talent centres
- Plan and coordinate occupational testing and assessment for UAE Nationals
- Generate management reports and maintain accurate engagement data
- Conduct research on HR/engagement best practices and recommend improvements
- Prepare reports and presentations on employee relations for decision making
- Participate in HC projects to develop new products, processes, and systems
Experience & skills
- Bachelorās Degree required
- Experience in employee engagement, wellness, and Emiratization initiatives
- Ability to analyze trends and metrics to design HR solutions and policies
- Knowledge of survey tools, engagement frameworks, and action planning
- Strong event planning and execution experience
- Familiarity with UAE Labor Law and Emiratization policies
- Experience managing HR budgets and reporting
- Proficiency in collaborating with external vendors and internal stakeholders
- Ability to support occupational testing and assessment centres
- Strong reporting and documentation skills
